Job DescriptionThe Community Reinvestment Act (CRA) Compliance Center of Excellence (COE) team is hiring for a CRA Compliance Testing Lead. The CRA COE team provides primary compliance oversight for the CRA.The CRA Compliance Testing Lead will provide subject matter expertise on the CRA and related regulatory guidance to U.S. Bank lines of business. The position will partner with other Risk/Compliance/Audit (RCA) professionals, RCA Managers, and others within the CRA Program Office and Business Line Chief Risk Officer Groups, Senior Management, and other corporate functions and business lines across the enterprise to oversee an effective risk management framework that ensures compliance with applicable CRA laws and regulations and will identify, assess, and manage risk associated with products and services offered by the Company. Will also identify gaps and inform solutions that minimize losses resulting from inadequate internal processes, systems or human errors. The position will identify, respond and/or escalate risks as appropriate.ESSENTIAL FUNCTIONS:
Lead and support the team who performs annual CRA data testing and communicate testing result and findings of each review to key stakeholders. If issues are identified, effectively partner with CRA Compliance Center of Excellence Manager, the business lines, and Chief Risk Office groups to ensure findings are managed in accordance with U.S. Bank’s Issue Management Policy. CRA data includes small business/small farm loan data, Community Development activities (loans, investments, and services) data, and branch/ATM data.Perform testing of CRA reporting and logic updates to CRA/HMDA warehouse for small business/small farm loan activity and as needed for other back-end system(s) for community development activity data (e.g. CRA Data Analytics and Reporting system).Ensure testing is completed timely to enable the annual CRA regulatory filing (Small Business/Small Farm and Community Development loan data) is submitted to the Federal Reserve by March 1st of each year.Ensure CRA Program Office’s data collection, reporting, and management requirements and controls are adequately represented in the enterprise compliance risk assessment (i.e. ECRA), CRA Compliance Testing procedures, and Job Aids consistent with the CRA Policy and associated policy guidance documents.Support effective partnerships and provide credible challenge to the first line of defense (Business Lines) to ensure its CRA data collection, reporting, and management requirements and controls are adequately designed and represented in associated data management procedures, data dictionaries, and data mapping documents in accordance with CRA Policy and to ensure complete and accurate reporting of CRA related activities to the CRA Program Office and federal regulators.Participate in or review the results of monitoring and testing activities performed by business lines and second line of defense functions (CQA/BLQA), internal audits, and regulatory examinations as requested.Stay current on business line products, services, processes, distribution channels, geographies, organizational structures, and related regulatory requirements.Keep abreast of Community Reinvestment Act (CRA) laws and regulations, guidance and other legal and regulatory developments and as requested participate in any regulatory change management projects related to CRA Reform.Basic QualificationsBachelor's degree, or equivalent work experienceTypically more than eight years of applicable experiencePreferred Skills/ExperienceThorough knowledge of Risk/Compliance/Audit competenciesSignificant understanding of the Community Reinvestment Act (CRA) and related federal bank regulatory agency standards and guidance.Considerable knowledge of applicable laws, regulations, financial services, and regulatory trends that impact their assigned line of businessConsiderable understanding of the business line’s operations, products/services, systems, and associated risks/controlsPossess strong knowledge of Risk/Audit/Compliance competencies.Strong understanding of consumer financial products, services, systems and associated risks/controlsExperience providing guidance on complex regulatory matters, enforcing requirements, negotiating desired outcomes, and reporting issues and trends to managementThorough knowledge of U.S. Bancorp operations, as well as Operational Risk Management and Corporate Compliance policies and proceduresConsiderable understanding of the business line’s operations, products/services, systems, and associated risks/controls.Excellent project management and organizational skills and demonstrated ability to process large volumes of information.Basic understanding of Agile methodology for project managementStrong skills in leadership including relationship management, negotiation skills, and managing stressful situations. The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $119,765.00 - $140,900.00 - $154,990.00U.S. Bank will consider qualified applicants with arrest or conviction records for employment.
