Job Summary
Lead a crew of workers involving the daily operation, risk mitigation, financial management, and supervision of the scale house operations for the Collier County Landfill and Immokalee Transfer Station; including but not limited to, solid waste customer service, financial management, facility maintenance, and related activities.
Essential Functions
• Leads a crew of workers in operating the Scalehouse at both the Collier County Landfill and Immokalee Transfer Station.
• Provides direction, training, and assistance to employees; coordinates daily work activities; organizes and prioritizes workload; makes work assignments and evaluates work; monitors the status of work; and troubleshoots problem situations.
• Performs revenue collection and customer service; oversees staff in accurately scaling/weighing trucks, identifying truck contents, and directing trucks to appropriate locations; conducts daily waste stream review and analysis; oversees periodic load spotting at landfills; checks tonnage reports; supervises preparation of, appraises and validates monthly operations reports of number of trucks scaled, tonnage, and monies collected; performs on-site customer conflict resolution.
• Assists in ensuring adherence to established safety procedures; monitors work environment and use of safety equipment to ensure the safety of employees and other individuals; initiates any actions necessary to correct deviations; and coordinates activities to maintain safety and traffic control at work sites, including flagging of traffic and setup of safety cones, barricades, and road/warning signs; reports accidents, injuries, and other incidents.
• Conducts assessment and analysis of Construction & Demolition (C&D) and other waste streams at the gate; determines types of waste in loads; directs contractors on proper handling of waste depending on composition, such as recycling process or landfill. Monitors activities involving solid waste customer service; monitors customer service activities to ensure calls are logged into the computer and resolved in a timely manner; ensures customer satisfaction with service; conducts surveys of customers requesting service.
• Assists in coordinating, prioritizing, and overseeing work activities; assists in determining and coordinating necessary equipment, materials, and manpower to conduct associated tasks; monitors status of work in progress and inspects completed work; reports damage/vandalism, potentially hazardous/dangerous situations, or other problems to supervisor; and responds to problems or emergencies.
• Monitor work conducted by contractors; inspect work to ensure quality and compliance with terms of contracts.
• Operates a variety of machinery, equipment, and tools associated with division tasks and assignments. Monitors inventory levels of supplies and materials; ensures availability of adequate supplies, tools, and materials to conduct work activities; initiates requests for new/replacement materials.
• Performs administrative tasks; reviews logs/forms completed by staff members; develops work schedules to ensure adequate coverage; reviews timecards and research discrepancies; and prepares payroll documents and forwards for payment.
• Assists with the development of and implements standard operating policies and procedures; reviews and evaluates work methods and safety practices; updates guidelines according to federal, state, or local legislation.
ADDITIONAL FUNCTIONS:
• Coordinates and communicates with vendors, contractors, and customers.
• Utilizes a computer for multiple applications such as scale software, logbooks, tracking spreadsheets, etc.; and instruct/train other employees in system use.
• Performs other related duties as required.
Minimum Qualifications
• High school diploma or GED required.
• One (1) year of related experience.
• Fingerprinting required.
• Must obtain and maintain valid certification for Waste Screening and Identification for Landfill Operators and Spotters, Safety Certifications including Hazwoper.
• Must possess and maintain a valid Florida Driver’s License

+ Salary offers above the minimum pay grade may be considered based on qualifications.
+ Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
