Criminal Investigator
Summary This position is located within the U.S. Department of State (DOS), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries involving all overseas and domestic Department programs and operations. Responsibilities Execute investigations, develop investigative plans, make decisions, and lead complex criminal investigations. Direct and participate in large-scale investigations having national or international jurisdictional or media interest. Arranges access to records and work sites, interviews staff and executive personnel. Executes search warrants and serves subpoenas. Conduct surveillance. Executes arrest warrants and conducts arrests. Conduct interviews of witnesses, victims, and subjects. Draft supporting documentation such as affidavits, memorandums of interviews, case closing memos, and reports of investigations. Update and maintain case information in a case management system. Evaluates information reported to identify issues involved and types of evidence needed. Communicates to management team on progress of investigations. Requirements Conditions of Employment Incumbent will be subject to random drug testing. U.S. Citizenship is required. Must serve a one-year probationary period unless excepted by regulation. Incumbent must obtain and maintain a Top Secret Clearance Incumbent must meet the firearms criteria based on PL 102-296, Sec 812. Incumbent must be able to carry a firearm under the Lautenberg Amendment. Incumbent must be able to obtain/maintain a valid state driver's license. Selectee must pass a pre-employment law enforcement medical exam. Incumbent will need to complete or provide documentation of having completed the Criminal Investigation Training Program (CITP) course(s) at the Federal Law Enforcement Training Center (FLETC). This requirement may be met by certification of completion of a compatible course such as the Federal Bureau of Investigations (FBI) Academy New Agent Training, U.S. Drug Enforcement Administration (DEA) Basic Agent Training, or U.S. Army Criminal Investigation Division (CID) Special Agent Course. Each Special Agent will attend a formal OIG-specific follow up training program. Failure to meet this training requirement will result in removal from the agency. In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a criminal investigator position. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage. Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Specialized experience statement for GS-09: Experience evaluating information pertinent to criminal, civil or administrative investigations. Experience in conducting surveillance. Experience in developing informants. Experience interviewing witnesses. Experience in planning, organizing, and conducting routine criminal investigations. Experience writing reports of findings. OR B. Have a Master’s. or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or a LL.B or J.D. from an accredited college or university. Education When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.
