Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD. Responsibilities Conduct comprehensive analyses to provide the supervisor, J3, and Command leadership with recommendations and to inform Commander decisions to allocate cyber forces to meet combatant command requirements. Identify and assess the effects other initiatives (further development and expansion of automated cyberspace analysis tools) will likely have on force planning and allocation. Develop and facilitate formal staffing and signature of a full suite of reports detailing the team’s and DoD stakeholders’ force allocation conclusions Identify and brief key issues, including those meriting the active involvement of reporting seniors, and makes recommendations for action. Negotiate agreements with stakeholders Contribute to high-priority force management assessments to address operationally urgent and emergent scenarios that require reallocation and deployment of specialty workforce assets. Identify required force asset and conduct analyses to identify optimized strategies and plans for resourcing high-priority actions. Specialized experience would be demonstrated by 1. providing recommendations to managers on personnel management to meet the business requirements of a cyberspace organization; 2. developing staffing reports to detail business requirements such as allocation of personnel, resources, risks, and alternative courses of action; 3. collaborating with internal and external stakeholders to develop crisis responses; 4. preparing workforce assets (i.e. personnel and equipment) for deployment during urgent/emergent situations.
