As a Global Security Services (GSS) Cybersecurity Senior Estimator, you will be the focal point for proposal and capture efforts within GSS Cybersecurity, collaborating closely with Cybersecurity Leads and Information Systems Security Managers (ISSM) to ensure bids meet U.S. Government cybersecurity requirements for classified information systems. In this cross-functional role, you will develop accurate cost estimates based on proposal requirements and the scope of work, while providing comprehensive GSS Cybersecurity support from proposal to startup and sustainment. This position requires proactive engagement with the Capture Team, Engineering, Digital Technologies (DT), and other stakeholders to ensure proposals are thorough and aligned with GSS Cybersecurity needs.

This position is being offered in an onsite capacity and is based on the needs of the business. The preferred candidate will work onsite at the El Segundo, CA, Tewksbury, MA, Tucson, AZ or McKinney, TX location. Relocation assistance is not being provided.

What You Will Do:

Develop accurate cost estimates based on proposal requirements and GSS Cybersecurity scope of work.Collaborate with the Capture Team, Engineering, and DT to document functional requirements and translate them into GSS Cybersecurity Basis of Estimates (BOEs).Validate and analyze actuals, ensuring consistency in task descriptions and a sound estimating approach.Communicate effectively with diverse leadership levels to revise proposals based on feedback and ensure timely submissions.Train, mentor, and educate less experienced GSS Cybersecurity professionals, including estimators, on BOEs, proposal processes, and Earned Value Management System (EVMS) practices.Manage changes in the GSS Cybersecurity scope of work and ensure they are accurately reflected in BOEsInfrequent travel may be required

Qualifications You Must Have:

Bachelor's Degree and 8 years of relevant experience or an advanced degree with 5 years of relevant experience.Relevant experience is any combination of the following:Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Truth in Negotiations Act (TINA), and/or other government procurement regulations related to bid/cost proposals.Finance experienceProposals and/or experience with Basis of Estimates (BoEs)Experience working with contracts, Statements of Work (SOW) and/or working with Earned ValueExperience using estimation tools (e.g. SAP, APEX, SBT, Business Warehouse, etc.)Cybersecurity, systems security or hardeningInformation TechnologyCompliance-based auditing using the Risk Management Framework (RMF), DCSA Assessment and Authorization Process Manual (DAAPM), Joint SAP Implementation Guide (JSIG), National Industrial Security Program Operating Manual (NISPOM), and/or non-defense regulations such as FAA, Payment Card Industry (PCI), ISO 9001 Quality Management standards, or HIPPAExperience working with and/or supporting computer technologies (such as: databases, operating systems, computer network hardware, software programs, hardware troubleshooting or electronics)

The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

Active and transferable U.S. government issued security clearance is highly desirable.Knowledge of contracts, Statements of Work (SOWs), BOEs, and cybersecurity processes and practices.Experience with contract negotiation and management.Relevant certifications such as CISSP, CISM, or PMP.Control Account Management (CAM), Earned Value Management System (EVMS), or Project Management Institute (PMI) certification.Familiarity with APEX/SAP Managed Programs finance module and Business Warehouse or similar systems.Understanding of industry regulations and standards (e.g., NIST, DAAPM, JSIG).Ability to work collaboratively in a fast-paced environment and manage multiple deadlines.Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word).Strong analytical skills with attention to detail.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
