Summary This position is located at New Beginnings Child Development Center on Fort Huachuca, AZ. This announcement may be used to fill additional vacancies throughout the program. Responsibilities Plan and implement a comprehensive training and professional development program that promotes positive growth and development of children and youth IAW all applicable regulations and standards. Designs, administers and conducts the Foundation, Annual/On-Going training requirements based on course outlines. Conducts training both on-the-job and in classroom settings based on developed training plan. Designs and implements annual CYS program plan to include training goals and objectives, plan to meet individual staff needs, curriculum framework that encompasses the social, emotional, physical, and cognitive development of children/youth. Observes in appropriate program settings throughout all hours of operation to assess and evaluate staff competency and provide feedback. Manages program to budget. Conducts written analyses of budget variances, and prepares justification for funding of program resource requirements. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying). (QUALIFICATION 1) Successful completion of a bachelor's degree or higher that included or was supplemented by major study (at least 24 semester hours) in child development (including directly related behavioral science), childhood education, or other fields appropriate to the position to be filled consistent with: For positions in CDC: Early Childhood Education, Child Development and/or Elementary Education. OR (QUALIFICATION 2) Combination of education and experience as follows: Successful completion of at least 24 semester hours in a major course of study in an appropriate CYS field commensurate with the program assigned as indicated above, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described in the fields appropriate to the position. Appropriate experience and course work must be comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition (to QUALIFICATIONS 1 or QUALIFICATION 2), candidate must possess: 1. At least twelve (12) months experience working in child and youth programs. 2. At least one year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Experience in planning and conducting training for child and youth staff. 5. Ability to communicate effectively orally and in writing. Highly Qualified applicants will possess the following: One year of CYS experience The experience above must be reflected on your resume to be considered a Highly Qualified candidate. Pay-Band (NF or CY) Allowances and Differentials: This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses: Incentives may be paid. This position is eligible for Night Differential and Sunday Premium Pay. Incumbent may be eligible for an Alternate Work Schedule. This position offers staggered Longevity Cash Awards. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility. Other: This is a Regular Part-Time position with a minimum work week of 20 hours and eligible for benefits. This position provides care for children from 6 weeks through Pre-Kindergarten. CDC Program Hours and Days of Operation: Monday through Friday: 0530-1730 Closed on Federal Holidays.
