Also, assist in managing the state's water investments. Work closely with the Director as well as other state and federal agencies. Human Resource Contact:Kelly Joppa / 307-777-6036 /kelly.joppa@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. + Responsible for the Dam and Reservoir Division and monitors legislation or administrative actions that may affect Wyoming. + Responsible for agency-owned, operated, and managed reservoir facilities. + Sets policy, rules, regulations, and guidelines. + Participates in National and Regional organizations. + Monitors Federal legislation and administration activities relative to agency-specific issues. + Coordinates with other Wyoming state agencies. + Manages employees, work, and products of the entire Division. + Responsible for implementing the goals and mission tasks of the Dam and Reservoir Division or significant programs as determined by the Agency Director. + Reviews and evaluates the work of subordinate employees to ensure program goals and objectives are met. Responsible for policy-making and planning efforts, budget matters, and personnel issues. + Designs and implements projects specific to the Division. + Counsels legislators, attorneys, engineers, and the public regarding program issues. + Provides project management for special projects, including researching, editing, planning, and presenting results. + Assists the Director in budget preparation and is responsible for managing costs. + Represent the program by consulting with high-level officials in industry, other state agencies, the federal government, non-governmental organizations, and members of the public. Explain policies, goals, and program activities. Ensure that program activities are consistent with department policies and that they achieve department goals. + The final authoritative source of knowledge in this technical field and related fields. + Performs a full range of the most highly complex tasks that include: the supervision of others, interpreting data, developing and interpreting rules and regulations, and taking actions in making critical decisions. Qualifications PREFERENCES: Preference will be given to applicants who are currently licensed or are eligible for licensure as a Professional Engineer in the State of Wyoming. The ideal candidate will have experience in the permitting, designing, construction, and/or operation of dams and reservoirs. KNOWLEDGE: + Knowledge of Wyoming water law, general understanding of water laws of surrounding states; federal and state legislative processes; rulemaking procedures; case law interpretation; and compacts and decrees to which Wyoming is a party. + Knowledge of hydrologic processes and ability to review technical information and condense that review into a summary understandable to the lay public. + Knowledge of Wyoming environmental law and permitting processes; federal environmental law and requirements applicable to delegated programs; general understanding of regional environmental programs and requirements. + Knowledge of environmental requirements (NEPA) as related to dam and reservoir projects. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in The Sciences) Experience: 3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor OR Education & Experience Substitution: 6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor Certificates, Licenses, Registrations: Specific to each agency, please refer to recruitment.
