JOB PURPOSE
Data Analysis, Learning & Reporting Specialist will guide the processes of data management (leading the entire data lifecycle for both routine monitoring/census and surveys data) ranging from data collection planning, tool development, data collection, data mining, data cleaning, analysis and interpretations of large M&E data or raw data in to a usable information and insights and uses powerful visualization tools like Power BI. S/he is also responsible for survey design, data quality assurance, data visualization and uses of data for learning, adaptations and decision making by closely working with Monitoring, Evaluation and Learning (MEL) Lead, Collaboration, Learning and Adaptations (CLA) Lead, IPs and SPIR II management, M&E and technical teams through regular learning and reflection processes.
S/he is also responsible for documentations and disseminations of lessons learned and best practices in collaboration with CLA team, production of evidence-based reports, dashboards as well as any other related management reports.
MAJOR RESPONSIBILITIES
Lead and coordinate data collection planning and management
Support in the design of survey questionnaire, and identify appropriate data collection methodologies (e.g., mobile-based data collection using tablets/smart phones, online surveys, phone interviews, in-person surveys).Design and build routine monitoring data collection tools using appropriate software like CommCare, KOBO and ODK tools, implement data quality checks within the data collection tools and ensure that they are user-friendly and efficient.Responsible for sample survey design, and for developing sampling/sampling strategies to ensure data representativeness, and data collections,Oversee/monitor data collection process or progresses, ensure data accuracy and completeness, address any issues promptly and implement data security protocols to safeguard sensitive information.Filter and clean data, prepare data for analysis, including identifying and correcting errors, transforming data into a usable format for analysis and documenting data cleaning processes for transparency and reproducibility.Responsible for data mining, analyzing large M&E dataAggregate data from various sources to create comprehensive datasets, and perform statistical analyses using advanced techniques and software (e.g., R, Python, SAS),Lead SPIR II complex or large data analysis using appropriate software like STATA, SPSS and identify trends, patterns, and relationships within the data to inform decision makers or program team, and also do qualitative data analysis as required for qualitative data,Summarizing and presenting the data in powerful, interactive dashboard/visualization, and sharing it for use by diverse SPIR team at different level.Identify gaps early on by analyzing the data, raise performance or any other related questions that should be addressed timely and interpret trends or patterns in complex data sets for use by SPIR II.Create clear and compelling data visualizations (e.g., charts, graphs) to showcase findings and develop reports and presentations that effectively communicate insights to both technical and non-technical audiences.Translate complex statistical results into actionable recommendationsCollaboration/Coordination on Data Sharing, Learning and Use
Organize the M&E data and other evidences in a usable format and share it to the technical and management team for learning and use of evidence for decisions making purposes or for adaptive management,Generate dashboards, and relevant reports, and briefings with SPIR II MEL and CLA team, and ensure the regular and timely use of M&E data and relevant evidence for learning and adaptationsSupport in ensuring the regional levels IPs to have a proper learning mechanismFacilitating use of M&E data, inculcate learning culture among the technical and M&E team so as to encourage the use of evidence and coordinate all the processes of learning and reflectionsClosely work with the CLA, knowledge management and communication specialists at consortium level and support the production of learning brief.Contribute to the familiarization, reflection and use of USAID/BHA M&E policies, guidance and requirements (IPTT, indicator handbook, PIRS, Theory of change, MEL Plan, tools, ), and ensure its ownership at all levels,Reporting
Lead the processes of producing high quality quarterly, annual (focusing only on outputs and outcomes) and final reports (close out reports) at consortium and implementing partner level as per the donor and SPIR reporting requirements.Support the production of high quality quarterly, annual report (AR) and final reports for Regional Governments and WVE national Office.Communicate regularly with field office M&E, technical and data analysis and reporting coordinator for clarifications and verificationsUse the required dashboard, visualization tools and tracking tables in reporting that could summarize and synthesize the report to fit to the donor minimum required size,Ensure capturing of the required lessons learned, success stories, and challenges and its incorporation in the report as an annexesCapacity building
Provide training on intensive donor (USAID/BHA) reporting requirements, templates and packages required for quarterly and annual reports and on how to report only on key higher level results (outputs and outcomes)Build the capacity SPIR II staff on the preparatory requirements for the design of survey data and smooth conduct of survey data collection, quality assurance processes and how to interpret and use complex survey data by SPIR II technical team,Build the capacity of SPIR II M&E team at IP level in routine data mining, cleaning, aggregation, analysis, presentation and sharing of the IPTT data using dashboards, as well as on effective result reporting,Provide training for SPIR II MEL team at all levels on the use diverse M&E software (STATA, SPSS, R, SAS, ODK, etc.,) as well as on data visualization tools and software like Power BIEXPERIENCE, KNOWLEDGE/QUALIFICATIONS AND SKILLS FOR THE ROLE
Required Professional Experience
Experience: 7 years and above working on statistical data collection (using mobile applications), data analysis and presentations in particular and data management in general including data cleaning, data processing and analysis, visualizations, use of evidence for CLA activities mainly for learning and reflection and adaptive management serving as data analyst, statisticians, researcher, M&E specialist.
Required Education, training, license, registration, and certification
Master of Science Degree in Statistics, Economics, Biostatistics, Agricultural Economics and related fields
Preferred Knowledge and Qualifications
Proven experience in designing survey (including complex surveys), questionnaire, and other data collection tools for census/routine monitoring, and data management systems,Very good knowledge of data analysis, analyzing complex datasets, and communicating findings effectively to technical and non-technical teams, data interpretations, and visualizations (using Power BI, tableau, excel and other visualization tools) and sharing of the data for use by diverse SPIR II team at consortium, IPs and field office levels,Proven skills and experience in quantitative and qualitative data analysis methods and tools including survey design, sampling, mobile data collection using KOBO tools, ODK or CommCare platforms, data management and data quality assurance.Expertise and skills in data cleaning, processing, and analysis using advanced software/statistical packages like SPSS, STATA, Python, R, Epi-info, MS-Excel etcExcellent communication and presentation skills with the ability to translate complex data into clear and concise insightsProven experience in facilitating use of data, learning and reflections, and knowledge management is anRich experience in production of high quality quarterly and annual report by analyzing and using M&E data and other evidencesPrior work experience on areas of resilience and food security, health and nutrition, USAID/BHA MEL systems is an assetPossess strong aptitude for organizational change, innovation, learning, collaboration and team building,Strong attention to detail and accuracy, excellent analytical and problem-solving skills, flexibility, and ability to work independentlyMust be a committed Christian, able to stand above denominational diversities.Travel and/or Work Environment Requirement :- 30% field trip
