Yes County Albany Street Address Division of Healthcare Transformation ESP, Corning Tower, FL 18 City Albany State NY Zip Code 12237 Duties Description • Oversee and conduct analysis and processing of information relating to submissions of information to comply with the Material Transactions law at Public Health Law Article 45-A. Includes:o Overseeing staff who review the information upon submission for accuracy and completeness.o Preparing narrative summaries of the information for OPCHSM leadership and external State government partners.o Determining data processing and collection tools to maximize data collection efficiencies and improve data visualization options available, including but not limited to options to geographically map the effect of the proposed transaction.• Complete ad hoc data and research requests to support the Governor’s Commission on the Future of Healthcare and the Public Health and Health Planning Council’s Health Planning Committee• Working with the Bureau’s Deputy Director and Director, assess the impact of Statewide funding on healthcare facility financial health, quality, and service line availability and utilization.• Oversight of Statewide Grants• Material Transactions• Perform analysis needed for Governors Healthcare Commission• Perform analysis and research to support PHHPC’s Health Planning Committee• Complete ad hoc data and research requests to support the Governor’s Commission on the Future of Healthcare and the Public Health and Health Planning Council’s Health Planning Committee• Working with the Bureau’s Deputy Director and Director, assess the impact of Statewide funding on healthcare facility financial health, quality, and service line availability and utilization. • Must be highly skilled with data visualization programs and options and working closely with policy staff to articulate data analysis and findings. Familiarity with data assessments relating to projected impacts on health equity a plus. Minimum Qualifications Non-Competitive Candidates: One year of permanent service as a Data Analyst 1 OR bachelor's degree and three years of experience* in data visualization, and statistical models and data mining tools.*Substitution: A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of the specialized experience.
