ICF is currently seeking a Data Analyst to work on the OTIP/ORR Mission Support Project.  The purpose of this project is to provide support to OTIP and ORR in meeting their mission goals.  This support covers a variety of activities across multiple divisions within each federal program. The Data Analyst will use his/her expertise to assist in data analysis, quality control, data visualization, and the building, maintenance, and updating of systems used to support the work.

The purpose of the Mission Support Project is to provide technical, acquisition, program management, administrative, and business support services to ORR and OTIP in order to meet ACF mission requirements.

The successful candidate will have a broad knowledge of project support and coordination.  The Data Analyst will report to a divisional or bureau lead for supervision and assignments.

Positions will be fully remote, onsite embedded in the client site, and hybrid.

Key Responsibilities:

ORR/OTIP Data Analyst responsibilities include:

Assisting in the collection, analysis, organization, quality control, and visualization of programmatic data. Building, maintaining, and updating systems using automation and scripting tools, when possible, to extract, clean, and transform data.Assisting in the collection and migration of data and helping to ensure the quality and completeness of the data. Proposing solutions for addressing incomplete data and/or improving quality of data collected. Providing both quantitative and qualitative data analysis to identify trends, performance indicators, and outcomes and providing forecasting and modeling support.Creating and maintaining dashboards of programmatic data that includes information in real time when required by the Government.   Providing responses to both regularly occurring and ad hoc data questions and requests, that shall be reviewed by federal staff.

Basic Qualifications:

Bachelor’s degree in data science, justice, social work, psychology, education, or other social science related subject. Minimum of 1 year of experience with data visualization platforms such as Tableau, Palantir, and Salesforce.Minimum of 1 year of experience with programming languages including R, Python, and SQL.Minimum of 1 year of experience with relational databases and database creation.Minimum of 1 year of experience with programming interfaces such as MuleSoftMinimum of 1 year of experience with SharePoint and all other Microsoft applications.Minimum of 1 year of experience with geographic information systems such as ArcGIS.2+ years in a data analyst/system developer role with at least 1-year supporting a social services related program in an analyst capacity.

Preferred Skills:

Experience working in the federal government environment.Education and/or experience in the application of race equity, diversity, and inclusion of social justice strategies in human service settings.Strong interest and/or experience in related topics such as refugee, immigrant, and unaccompanied children; child welfare; capacity building; technical assistance; culturally responsive evaluation; participatory evaluation; implementation science and/or continuous quality improvement (CQI) Prior work experience in a consulting environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$73,722.00 - $125,327.00
