The Broward County Board of County Commissioners is seeking qualified candidates for Chemist Supervisor (Data and Field Operations Manager) to support the Natural Resources Division - Environmental Monitoring Laboratory.

The successful candidate will oversee Field Operations and be responsible for the review of all water quality monitoring data for submission into the website and to create a yearly report identifying trends within Broward County that affect our environment to support enforcement activities and policy changes. The position requires knowledge of water quality techniques and environmental parameters to successfully assess all data produced by the laboratory for reporting to government agencies, update our dashboard and website and to upload WIN (Watershed Information Network) data. The candidate must posses verified experience evaluating data and using GIS mapping tools. In addition to overseeing Field Operations, the candidate is responsible for sample custody and preparing the team for field accreditation under NELAP. The candidate must have excellent communication and writing skills to complete internal audits, write Standard Operating Procedures, and participate in presentations to educate other members of the public about environmental trends. The position is required to train other field personnel in sampling techniques in accordance with accreditation or state mandate requirements. Proficient in the use of LIMS (Laboratory Information Management System) for creating routes, new projects, and labels is preferred. Experienced working under a NELAP certified laboratory is highly desirable.
This position has emergency responsibilities to support the Resilient Environment Department in times of emergency activation.
General Description

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in chemistry or closely related field.
Requires four (4) years in chemical analysis work, including one (1) year in the supervisory or lead worker aspects of the work.

DUTIES AND RESPONSIBILITIESThe functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Validates all laboratory data ensuring highest quality and defensibility; prepares all analytical reports for release to clients and regulatory agencies; manages the labs continuing Demonstration of Capability Program which ensures lab staff certification for analytical testing.
Manages the Proficiency Testing Program which ensures compliance with standards and accreditation; manages all lab documentation (records management) forms, notebooks, etc. through a laboratory document tracking system; updates and maintains the laboratory's Quality Assurance Manual which dictates quality assurance/quality control (QA/QC) measures and standards for quality laboratory practices.
Performs all internal QA/QC laboratory audits as well as performs audits for the Facility Compliance Section, field staff as well as other sections of the Division; stays abreast of governing rules by federal and state regulatory agencies through meetings, technical sessions and web sites.
Purchases laboratory and office supplies for staff in accordance with purchasing rules and protocol; instructs, consults and assists lab staff with all questions and concerns regarding QA/QC practices and requirements.
Performs related work as assigned.
