Overview This role assess and evaluates current Department of State (DOS) Refugee Processing Center (RPC) end-to-end data architecture, including all systems, servers, and processes for data extraction from ServiceNow, data storage and querying in the Data Lake, data curation and transformation into custom Common Data Models (CDMs), preparing raw data for analysis through cleaning, organizing, and structuring data in the RPC Data Lake, loading data, and data reporting in Tableau. The Data Architect must identify inefficiencies in the RPC data architecture and recommend modern, cost-effective technological solutions for an improved architecture that provides near-real-time data processing, analysis and reporting with optimized technical resources. This position is a part-time opportunity lasting approximately 3 months. There is the potential for an extension based on performance and business needs.   Responsibilities + Conduct a detailed analysis of the current RPC data architecture, focusing on data extraction from ServiceNow, review CDM processes, recommend improvements and provide more efficient ways to achieve data delivery processes for SSRS and Tableau. + Conduct an end-to-end analysis of the data flow, storage, from extraction to transformation and report delivery. + Review system design, infrastructure, and configuration of the current data architecture. + Evaluate the suitability of current data and infrastructure tools for the desired near-real-time data processing. + Identify and document key pain points in the data pipeline, such as data latency, scalability limitations, performance bottlenecks, and processing times, or integration between systems. + Assess the performance of the current data systems, with a particular focus on the efficiency and speed of data extraction, transformation, and delivery. + Identify and benchmark areas where the system is underperforming and propose measurable performance metrics. + Assess the feasibility of upgrading existing tools or implementing new technologies to improve performance. + Provide recommendations for optimizing data flows to achieve near-real-time processing. + Recommend industry best practices for data architecture in similar environments. + Provide a comprehensive report detailing the findings from the assessment of the current data architecture. Evaluate critical issues, inefficiencies, and potential risks within the existing system. + Outline strategic and technical recommendations for re-architecting the data pipeline to support near-real-time processing, analysis and reporting. + Propose continued use or new data tools, system upgrades, or reconfigurations that meet organizational data and reporting needs, taking into consideration DOS Bureau of Diplomatic Technology (DT), US Government, and other Federal data requirements. + Provide recommendations for handling risks and potential challenges to the proposed architecture. + Provide charts, diagrams and data showing a phased implementation roadmap detailing the steps required to transition to the proposed re-architected system. Include timelines, resource requirements, key milestones, and a breakdown of potential impacts during each phase.   Required Skills and Qualifications + 10 to 15 years of demonstrated expertise in designing, implementing, and managing complex cloud data systems and architecture. + Recognized as a subject matter expert in Federal data services, with proven experience and references in advising on best practices and innovations. + Evidence of providing strategic guidance and thought leadership on interagency data environments, including participation in industry panels, publications, or leadership roles. + Hands-on experience with ServiceNow and AWS GovCloud, with a strong preference for consultants who can demonstrate practical application in Federal settings. + Ability to communicate complex technical solutions effectively, simplifying concepts for non-technical stakeholders and tailoring communication styles to diverse audiences   Devis is an AA/EOE/M/F/Disabled/VET Employer committed to providing equal employment opportunity without regard to an individual’s race, color, religion, age, gender, sexual orientation, veteran status, national origin or disability.
