Job summary: Title: Data Architect/Lead Location: Remote Length and terms: Long term - W2 or C2C Position created on 02/06/2025 07:24 pm Job description: *** Webcam interview *** Long term project initial PO for 1 year with multiyear extensions *** *** Remote ***Need 3 references SCOPE OF WORK: The ADS DCF IT team is seeking a single person for a Time and Material engagement being a senior technical professional in the field of Data Architecture, Data Documentation, Extraction, Transformation, Cleansing, Mapping, Loading and/or Migration from multiple data/databases sources to a new target database. PURPOSE: BACKGROUND The Agency of Human Services Integrated Eligibility and Enrollment (IE&E) program in its efforts to procure and implement a consolidated Case Management solution called VTies (Vermont Integrated Enrollment System) has needs for skills and experience in data architecture, design, documentation, mapping, extraction, transformation, cleansing, data quality, data integrity, data migration, and other data related activities. Data sources may originate from the States existing legacy Case Management Solution called ACCESS running on an IBM mainframe using ADABAS (a hierarchical data store), flat or physical sequential files (PS), partitioned files (PDS), generation data group files (GDG), or from Windows based files amongst others with most being supplied by case workers typing in information via panels on behalf of an applicant applying for benefit services to include a web based portal form. Other data in ACCESS may come from various interface sources received by federal and state governments and some information originates from the Vermont Health Connect (VHC) System comprised primarily of Oracle products storing data in a relational database. Particular focus for this role is to document all of the known existing data sources regardless of the data store mechanism employed to identify the data origin/source, architecture, structure, data element attributes, formats, edits/checks imposed to eventually map the data to VTies, the future Case Management Solutions data store to include any of its related/associated data services. Further, the SoV seeks a proposed plan and design of data extract, transformation and load strategies whether automated through ETL tools/utilities or customized written modules that stage transitory and/or intermediate information to be subsequently loaded into the VTies Solution data store(s). In summary, this roles focus is to migrate existing data from legacy and other various solutions to the IE&E programs Vermont Integrated Eligibility System (VTIES) which is a crucial part of the states effort to modernize its IE&E system Solutions. The current solutions face operational and technical challenges impacting Vermonters and state staff. The VTIES Project aims to address these issues by implementing a baselevel, customer focused Integrated Eligibility Solution through a phased, modular procurement strategy. The new IES will consist of a Customer Portal, Case Management, Rules Engine, and other service modules, replacing legacy enrollment systems with the intent of optimizing eligibility, enrollment, and customer management functionality which requires the preservation, transformation and use of one of the States greatest assets, being its data. The period of contractors performance is estimated to be for 14 months and is expected to begin May 1, 2025, through July 31, 2026. A workload of 35 – 40 hours per week is projected. EXISTING TECHNOLOGY ENVIRONMENT: The State of Vermont currently has two primary systems related to eligibility and enrollment. The ACCESS mainframe was deployed in 1983 and mainly leverages and utilizes Software AG products, such as ADABAS, EntireX, Natural and Event Replicator. The Vermont Health Connect (VHC) System was deployed in 2013 and is driven largely by Exeters Commercial Off The Shelf (COTS) OneGate Health Insurance Exchange (HIX) and currently supported and hosted by Optum, which is comprised primarily of Oracle components. It also relies on data originating from general service entities, federal and state interfaces to include, however not limited to: + NUMIDENT Numerical Identification System the Social Security Administrations computer database that was obtained during application for a United States Social Security number. + SDX (State Data Exchange) a batch data exchange that provides Title 16 data to states that administer federally funded income and/or health maintenance programs. + BUY IN The Medicaid BUY IN a monthly batch job that identifies individuals who are over Medicaid income limits but within an income range to qualify for Part A or Part B Medicare Buy In. + MMAI Medicare drug sponsors are required to coordinate prescription drug coverage with respect to the payment of premiums and coverage. + UC Vermont State Unemployment Compensation (UC) + VT DOL Wages the Vermont Department of Labor which contains employment and wage information. + SVES The State Verification and Exchange System (SVES) that provides states and some federal agencies with a standardized method of SSN verification. + PARIS The Public Assistance Reporting Information System (PARIS) obtains eligibility data from the Department of Defense (DOD)/Office of Personal Management and the Veterans Administration (VA). + AVS Asset Verification System a service that provides information about individual monetary assets (bank accounts, 401K, 403B, etc. as potential sources of income SKILLS/EXPERTISE REQUIREMENTS: For this request, knowledge requirements include: + A minimum of 10 years of experience as Data Scientist, Data Architect, or similar role, including experience in both the fields of data design/implementation and data use/analysis.Expert knowledge of various data models/structures like hierarchical, relational, object, structured and unstructured. + Expert knowledge of various (one or more) DBMS and RDBMS like IBMs IMS or SAGs ADABAS, MS SQL, Oracle, DB2/UDB, MariaDB, PostgreSQL, MongoDB, etc. + Must be self sufficient and provide thought leadership across data capabilities. + Expert knowledge of data ingestion, modeling, mastery, and management techniques. + Expert knowledge in ETL tools/utilities, architecture, designing and modeling data stage and load schemas. + Proven experience in the use of Data Quality tools, and in documenting, prioritizing, and resolving data quality related issues. + Proven experience implementing/using MDM solutions to create correlated or interleaved data. + Proven experience in development of data models, ideally in the healthcare domain. + Proven experience navigating large and complex projects with multiple stakeholders and project teams. + Strong organizational and leadership skills + Excellent communication skills + Experience preparing executive level presentation materials. Licensing or Certifications for Data Lead (Preferred) include: + Certified Data Management Professional (CDMP) + Master Data Management Certification (MDM) + Certified in Data Protection (CDP) + Certified Public Sector Data Governance Professional (PSDGP) + Certified Analytics Professional (CAP)AWS + Certified Data Analytics Specialty Education Requirements for Data Lead: + Bachelors and/or Masters degree in computer science, Engineering, Mathematics, Statistics, Modern Applied Sciences, IT Technology Management DATA ARCHITECT/LEAD RESPONSIBILITIES: The Data Lead will represent the Agency of Digital Services as a member of the VTies project team. The role is responsible for ensuring data architecture and design, documentation exists or is produced, creating data maps with a migration plan documented, complete with documenting necessary data extraction, transformation, cleansing, validation, verification which are or need be done to ensure data quality and integrity is maintained that supports a sound, reliable, repeatable and executable data migration plan. All data management, data quality, and data architecture, governance standards and best practices are and need be adhered to throughout the lifecycle for the project. Specific activities include the following: + Generate a comprehensive architecture document for all data sources detailing the database or data model and for each identify all data elements, their name, origin, data classification, attribute, format, whether a key, index, the edits, verification, or validation done to ensure data quality and integrity. + Assists the project team to describe/document the common data models, how managed, maintained and their contribution to downstream applications and processes. + Partners with business and IT teams to gain consensus, and to establish and implement the migration solution architecture standards, policies. + Partners with data governance group, technical architects, and IT leads in the selection of all data, and the ETL and/or customized and configurable tools to be proposed/used in data assembly, aggregation and subsequent migration. + Provides impact analysis on key data issues to assist with prioritization. + Ensures the architectural vision, roadmap, and standards for governing, modeling, storing, delivering, and migrating data within the enterprise are adhered to. + Assists to develop and implement data stewardship practices and a shared responsibility model of data governance. + Ensures the migration solution design addresses the data standards and principles both from a functional and technical requirement perspective. + Leads data migration architecture and data migration design sessions and drives resolution of design issues as appropriate. + Leads the design of migration solutions to enable the external stakeholder community (VTies solution provider) to use contributing data, both Open Data and under Data Sharing Agreements. + Prepares documentation, including data architecture, data migration design, data/system flow charts, associated business processes and data migration plans/planning. + Conducts data architecture and design reviews and issue resolution. + Develops reference data models, methods, and documentation for the project team to implement for data correlation and/or interleaving via use of an MDM, transitory and/or staging entities that support migration to a target database. + Works with Data Stewards and technical SMEs to identify Critical Data Elements. + Lead and/or participate in Data Management initiative across business units as required. + Define and implement policies and processes for data quality, data security, and governance for the project. + Develop and implement strategy(s) for Data Mastery and Master Data Management. + Develop governance process(es) for data stewards to manage Master Data. + Partners directly with IT development teams and technical architects in the implementation of all applied logical data models. + Ensures data quality and integrity interprets, analyzes, and drives resolution of data problems. + Tests performance of data driven products. + Raises Data Quality issues to the project team and State leadership.Attends relevant data meetings where specific knowledge is required.Conducts reviews to ensure quality, standards compliance, reusability, and ease of maintenance. + Architects, designs, and documents a Pilot execution environment to test and analyze the performance and resource demands of the Data Migration Solution in accordance with the Data Migration Plan. + Other assignments as required to achieve the successful completion of the project and associated tasks.
