Data Science Analyst

The Alaka`ina Foundation Family of Companies (FOC) is looking for a Data Science Analyst to support our government customer located in San Antonio, TX, Falls Church, VA or REMOTE.

The Alaka`ina Foundation Family of Companies has partnered with the Defense Health Agency (DHA) to deliver world class, data-driven decision science analytics of military healthcare operations and the delivery of healthcare services worldwide. Alaka`ina and its partners will lead with way for DHA to expand its current analytical services to incorporate leading-edge technologies and advanced skills. We're looking for a Data Science Analyst with a background in the Military Healthcare System. Successful candidates will have knowledge of the Military Healthcare data marts, and experience developing healthcare delivery reports analyzing healthcare operations at both the headquarters and military treatment facility levels.

DESCRIPTION OF RESPONSIBILITIES:

Access, validate and analyze information about the Military Healthcare Systems (MHS) population by developing, validating, and linking various medical, safety, environmental, occupational and personnel databases. Aggregate and analyze population health data to respond to questions from the various Congressional inquiries, DoD senior leaders, Service-specific Headquarters agencies, and the MTFs. Collaborate with DHA and other applicable agencies to link program data with other health and personnel data to support a longitudinal database. Coordinate and conduct research and evaluations of all Clinical and Business Decision Support activities. Develop and/or maintain existing tools for use by other team members to aid them in their ability to efficiently/effectively meet the team’s objectives. Evaluate market viability (demographics, market competition, benefit penetration) for new service introduction, External Use Lease (EUL), federal sharing opportunities, Military Health System Support Initiatives (MHSSI), and Military Construction (MILCON). Identify and troubleshoot data import, analysis, and display errors from multiple data sources. Perform clinical and business analytical studies using accepted data science techniques to provide insight into areas of trending/improvement for prevention, managed care, medical readiness issues, health promotion, clinical safety and quality, and other health Service-related issues. Provide data analysis and decision support using research expertise as well as literature review/evidence-base to develop clinical and business measures and prototypes of health information technology (IT) tools, programs, procedures, services or databases to support DHA’s goal of building a managed healthcare system that considers and optimizes safety, quality, cost and access. Provide evaluation of program operations and consultation for questions/concerns across regions, from Managed Care Support Contractors (MCSC), MTFs, DHA, and other users of the applicable program. Provide response/work to support ad-hoc analytics requests, including briefs to Senior Leadership in the DHA. Provide technical consultation and customer support for implementation, troubleshooting and management for these and other public health, primary care, and health promotion activities. Provide technical expertise in the clinical and business metrics and areas including population health, managed care, medical readiness, provider productivity, clinical services, and other health service-related issues. Research, identify and apply, when available, national/standardized benchmarks and thresholds to DHA/MHS metrics as appropriate or the Contractor shall identify reasons why the established benchmarks/thresholds/methods are not appropriate/relevant. Support the plan, development, and implementation of Clinical and Business Decision Support activities. Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

Master’s degree in public health, Health Services Research, Epidemiology, Mathematics, Biostatistics, Statistics, Informatics or related areas, or previous participation in advanced training/program with one of the related areas, as identified as a Fellow in their area of expertise is required. The Government may consider significant clinical/medical/health data experience such as previous participation in an analytics/quantitative field fellowship/training as an appropriate substitute for education, but minimum of Bachelor’s degree in above areas are required unless otherwise specified and with few exceptions.

REQUIRED SKILLS AND EXPERIENCE:

Minimum of three (3) years’ experience data mining and conducting detailed analysis within the Military Health System (MHS) Data Warehouses Must have expert level skills in one or more of the following: Python, R, SQL, SAS, Tableau/Tableau Creator and Application/Dashboard Development.  Ability to acquire skills/capabilities necessary to meet growing needs/demands of systems/software/hardware. Ability to critically examine and evaluate, problem-solve.  Ability to deliver products on time, on schedule, within budget. Flexibility and ability to adapt to rapidly changing and often time-constrained environment. Able to read, write, speak, and understand English. Demonstrated ability to communicate analytical discoveries and appropriate recommendations/mitigation strategies effectively and clearly to all levels of customers including Senior DHA leadership. Demonstrated ability to organize/participate/lead working groups to develop analytic products and byproducts or to develop/understand processes leading to effective optimization of analytic efforts. Demonstrated ability to provide accurate and timely analytical products containing well-reasoned and cogent discussion points providing leadership with substantiated options or courses of action. Demonstrated ability to undertake and complete multiple tasks with multiple deadlines simultaneously. Demonstrated advanced proficiency in Microsoft Office products PLUS additional software/hardware skills and capabilities. Proven ability to synthesize disparate data from multiple sources and coalesce into an accurate and useful analytic product, incorporating Service and MHS strategic goals for use by leadership in both tactical and strategic decision making.

Must be a U.S. Citizen Active Secret Clearance or Tier III background check
