Summary PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT COLA: 2.63% Duty Location: JFHQ-PR, United States Property & Fiscal Office (USPFO), Fort Buchanan, PR Responsibilities This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Technician Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. Duties: As a DEFENSE TRAVEL ADMINISTRATOR (D1915000),GS-0503-9, you will serve as the primary point of contact to the USPFO Comptroller Division as the action officer for the Defense Travel System (DTS), with responsibility for carrying out a wide variety of complex processes related to DTS. Manages and organizes a Tier II help desk for the Army National Guard (ARNG) within the state. Physical Demands: The work requires no special physical demands. It may involve walking, standing, bending, or carrying of light items. Working Environment: The employee works in an adequately lighted and ventilated office environment. Observes normal safety procedures against everyday risks and discomforts. The applicant is credited with actual number of months the member has been in the National Guard provided such service is related to the position to be filled. GENERAL EXPERIENCE: Is experience that the applicant gained through work within similar financial program structures that support the Series' GS-0503 occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors). SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower GS-07 level, or the equivalent TWENTY-FOUR (24) months performing or supervising duties such as performing a variety of analytical, technical, and administrative work for substantive programs and support activities; making frequent adjustments to budget estimates to different DoD organizations; performing various accounting, budget, or financial management support related duties or assignments that use different and unrelated processes, procedures, or methods; se different established procedures to review and reconcile various financial documents and records; resolve a variety of problems through coordination; authorizing and setting up the correct lines of accounting for payment of Government funds; operation and management of DTS for all military soldiers and Civilian employees using guidelines that often lack specificity due to changing mission requirements; monitoring and maintenance of DTS as well as identifying and analyzing problem areas. NOTE: This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within TWO (2) years of notification of applicable certification requirements or the period of any extension. Failure to comply with this directive will result in terminated employment. Copy of successful completion of Financial Management (FM) Level I or II certificate must be submitted with your application. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position. Copy of official/student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
