DEP is in the process of re-writing its Electronic Discharge Monitoring Report (eDMR), and the National Pollutant Discharge Elimination System Management System (NMS). The eDMR system is currently used to enter monthly, quarterly, semiannual, or annual DMRs as specified by permits issued by PA DEP. The NMS system is currently used by DEP staff to manage the monitoring and reporting requirements on DMRs, as well as managing/generating permit documents and other informational reports.
Both of these systems are in the process of being re-written as the Water Management System (WMS). As a result of the new system, various reports and the previous authorization and facility based documents will need to be updated to retrieve data elements from the new data source. New document generation techniques will be utilized to create the new templates; SSRS will be used to create the new reports.

The new Document Generator is based on the Open XML standard format, and utilizes Microsoft Word content controls.
The data source for the document generation process will be an xml file. The content controls in the document template will contain an xpath statement which points to the xml file, and retrieve a piece of data, evaluate a condition, or select a set of elements to repeat.
After successfully converting the old documents, the contractor will transition to developing queries for new internal and external SSRS reports for the Water Management System (WMS) Project. This will be accomplished by reviewing existing reports that are to be consolidated and re-written against the new data structures in the Oracle Database Management System.
