Department Summary:

MITRE’s Center for Government Effectiveness and Modernization (CGEM) works across US Treasury, Commerce, and the Veterans’ Administration. These agencies affect every household in the country; our job is to make them more effective. The Tax and Data Analytics department (P823) is seeking a Department Chief Engineer (CE) to join our leadership team, located in McLean, VA. As a key member of our leadership team, the CE will help the IRS and Tax Administration Division (ITA) shape and execute its vision for supporting the IRS in its need to use data science, data strategy, management, and governance, and Artificial Intelligence (AI) to achieve mission goals.

Roles & Responsibilities:

The Department CE will work in partnership with the Department Manager (DM), Project Leaders (PLs), Group Leaders (GLs), other Department and Division CEs, and other stakeholders across MITRE to ensure execution of a high-impact, high-quality work program that achieves sponsor mission-critical outcomes. The CE will serve as principal advisor to the DM on technical opportunities, challenges, and needs in the areas of data science, artificial intelligence (AI), and data strategy and management. Primary roles and responsibility will include overseeing the technical quality and delivery of a subset of the P823 project portfolio; working with the DM to identify new opportunities for MITRE impact; and coordinating with CEs across the division to enhance knowledge management and quality assurance. The CE will support the DM’s vision by nurturing sponsor relationships, providing technical consultation on sponsor solutions, and fostering integration and top-quality delivery across ITA.

Serve as technical advisor to the DM and PLsEnsure technical strength of our projects by early and active participation in shaping their content, ensuring quality, and bringing a perspective that reflects innovative solutions and leverages capabilities and leading practices across MITRE, industry, and academiaEnsure P823 projects comply with ITA quality processes, including a documented quality management planLead the development and execution of a department strategy for growing and maturing our core competencies, elevating the impact of our work, and raising our external technical statureContribute to or lead technical projects as a Principal technical leader or project leaderCoordinate with MITRE Labs to ensure ITA has the right technical approaches and staff resources to serve our sponsorDevelop and nurture working relationships with sponsors and stakeholders, becoming a trusted advisor in the sponsor organization and across the MITRE enterprise on major initiatives, policies, challenges, and prioritiesPartner across MITRE divisions and departments to support strategic planning and work program shapingIncrease the department’s growth and ability to execute by participating in the hiring process to identify candidates with critical technical skills, and mentoring staff.Foster and coordinate the department’s involvement in seminars, symposia, research, etc. including (but not limited to) the MITRE Independent Research and Development (IR&D) program.Mentor and coach ITA staff and less-experienced PLs

Basic Qualifications:

Requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a 5 years and a PhD.Academic background in computer science, statistics, operations research, engineering, or related technical fieldPossess or demonstrate the ability to gain a thorough understanding of the IRS sponsor’s mission, organization, and environmentExcellent verbal and written communication skills along with the ability to articulate complex, highly technical topics to various levels within MITRE and sponsoring organizationsDemonstrated technical expertise in at least one field pertaining to data science, data management, and/or advanced analytics and AIProficiency with typical data science tools/technologies such as R, Python, Java, SQL, and/or GitFamiliarity with basic AI governance and assurance concepts (e.g., security, interpretability)Experience working with or leading multidisciplinary teamsDemonstrated ability to define outcomes and work plans for complex projects or programsSelf-motivated to stay up-to-date with emerging and evolving technologies, with an emphasis on AI (e.g., Large Language Models [LLMs])Ability to receive and maintain an IRS Minimum Background Investigation (MBI) Suitability (US government clearance)This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

10+ years of related experience with an advanced degree in a related field3+ years of project management experience, preferably as a MITRE Project LeadExperience researching and developing LLM-based solutionsFamiliarity with Big Data systems such as Hadoop, Spark, Hive, etc.Familiarity with DevOps/MLOps concepts and tools (e.g., Autoscaling, containers, performance tuning and optimization)Familiarity with data architecture and data management concepts and strategies, such as the data lifecycle, data stewardship and governanceHistory of participating in or managing robust research programsExperience building coalitions within an organization to encourage technology reuse and sharing leading practicesExperience partnering with external organizations such as government, academia, and industry to deliver capabilities aligned to sponsor strategic prioritiesExperience in shaping the workforce and skill mix to deliver quality work, program impact, and growth
