Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center Philadelpha (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle sustainment.  Noblis MSD is seeking a Department Manager to support U.S. Navy Surface Ships; Hull, Mechanical, and Electrical (HM&E) programs.  You will provide engineering and technical assistance support in the Philadelphia Navy Yard.

 

As Department Manager (DM), you will support multiple task areas; lead a large team consisting of Team Leads, Program/Project Managers and individual contributors; and will report directly to the Division Director. The Roles and Responsibilities will include:

Oversee the execution and performance of all contracts within the Department. Work closely with Noblis MSD technical staff, Program Managers, Contracts and Subcontracts Staff, and Project Control Office (PCO) to ensure that all contractual requirements are met and that clients are satisfied.Oversee and manage all activities relating to the financial performance of the Department.Monitor and routinely review financial health of all contracts within the Department with Program Managers and the PCO staff.Participate in Division Financial and Contract Reviews.Responsible for overseeing all activities concerning the management and well-being of employees within the Department. Manage all activities related to hiring, performance evaluations and compensation. Establish and foster a proactive business relationship with all employees. Work closely with Noblis MSD HR staff as required.Take a hands-on role in the identification, coaching, and mentoring of emergent leaders and managers within the Department.Establish and foster proactive business relationships with all clients to monitor and ensure product quality and client satisfaction. Initiate customer calls on a routine basis to fully understand client requirements and Noblis performance. Initiate necessary actions to remedy any shortfalls in technical performance, program schedule, product quality, or financial performance.Collaborate with other Noblis departments and divisions, and Mission Area leadership to further corporate objectives. Identify areas for technology insertion within programs.Work with current clients to identify new/emergent opportunities and build market share on existing contract vehicles. Perform in-scope marketing of corporate capabilities.Perform Capture Management to include opportunity identification, bid analysis, strategy development, and establishing teaming partnerships.Participate in Business Development planning meetings, Account Reviews, and Bid-No Bid Reviews.Participate in management, development, and review for proposals. Required Qualifications

Bachelor Degree or equivalent education/experience required.

10 years of relevant professional experience, including recent experience directly managing multiple contracts and client-sets.Experience with the direct management of personnel including performance monitoring, goal setting, hiring, and retention.Ability to manage cost, schedule, technical performance, and business development efforts.Prior experience with Capture and Proposal development.Excellent communication skills (written and verbal) and ability to interact with clients and associates at all levels.In depth understanding of, and relationships with DoD/Navy organizations, personnel, and programs. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
