The position serves as the Health Care Administration (HCA) **Deputy Assistant Commissioner for Medicaid Eligibility and Compliance** . Focused on the complex state-supervised, county-administered public health programs, the position exists to provide executive leadership, managerial oversight, support, and strategic direction on behalf of and in conjunction with Health Care Administration’s Assistant Commissioner (AC)/State Medicaid Director, the Deputy Assistant Commissioner, Coverage and Service Delivery, to HCA senior leadership team, managers, supervisors and staff. This position leads to initiate and implement operational solutions for the Health Care Administration and integrate activities associated with HCA management; including cross-administration planning and program coordination to ensure work aligns across HCA’s divisions. While this position must possess knowledge of and strategic leadership for the Assistant Commissioner/State Medicaid Director across the Administration, it will have focus and direct oversight over the following divisions: Health Care Eligibility and Access, Health Care Eligibility Operations, and Health Care Integrity and Accountability.
This position will:
+ Advance the mission of the Health Care Administration of supporting Minnesotans to live their healthiest and fullest lives through the administration of health care programs, community partnership, Medicaid expertise, and focus on reducing health inequities.
+ Represent the Health Care Administration Assistant Commissioner/State Medicaid Director across the agency and with external groups as appropriate.
+ Provide executive support and direction for the operations and legislative processes associated with Minnesota’s Health Care Programs (MHCP) including the policy development and implementation for health care eligibility, eligibility processing and determination, and oversight of the county and Tribal administration of health care programs.
+ Provide executive guidance in the strategic planning and implementation of IT solutions and business integration for Minnesota’s Medicaid and Basic Health Program. Ensure HCA leaders assigned to business integration functions have the support needed to coordinate HCA’s technology, systems interoperability and integration projects.
+ Provide executive support and direction with federally mandated, third-party liability programs, and the Minnesota eligibility and Minnesota Care appeals process.
+ In consultation with the Assistant Commissioner/State Medicaid Director and in collaboration with the Deputy Assistant Commissioner Coverage and Service Delivery, develop policies, plans and management directives for the Health Care Administration.
+ Together with the Deputy Assistant Commissioner of Coverage and Service Delivery, work across the HCA divisions to ensure operational integrity, proper application of state and federal policies and provide guidance to ensure strong engagement with consumers, tribes, counties and business partners.

Managerial experience
**AND**
Five (5) years of experience managing complex programs, including strategic planning and directing the work of staff for a government or non-profit human services organization.
Experience must include:
+ Advanced knowledge of the Health Care Industry and Health Care Delivery System both locally and nationally.
+ Advanced knowledge of Medicaid regulations governing covered services, member eligibility and enrollment, payment, and provider enrollment and support policies and procedures.
+ Broad knowledge of budgeting, contracting and grants management, state and federal regulations and legislativeprocesses sufficient to ensure compliance and efficient use of resourcesandmakelegislativeproposals to achieveprogramobjectives.
+ Public policy analysis and development sufficient to develop and coordinate policy and programs to improve performance outcomes and advance health equity.
**Preferred Qualifications**
+ Knowledge of Health Care and DHS programs to advance program integration at the county, state, tribal and federal levels.
+ Knowledge of legal and regulatory bases of Medicaid, the Children’s Health Insurance Program and the Basic Health Program, especially federal and state health care laws and regulations.
+ Knowledge of electronic data exchange functions, capabilities, and state direction.
+ Knowledge of legislative processes, legislative proposal development, bill analysis, and related experience.
+ Proven track record of managing programs with complex regulatory and compliance requirements, including in-depth knowledge of audit process.
+ Facilitator for group discussion to provide guidance, give technical assistance, and make recommendations to internal and external partners and to engage with community members.
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
+ A strong understanding of and commitment to health equity, including a variety of experiences working effectively with others from different backgrounds and cultures.
+ Analytical and written communication skills to interpret, analyze and draft policies.
+ J.D. or Advanced degree with a healthcare focus. For example, PharmD, MD, PT, OT, etc. Master’s Degree of Public Health, Public Policy, Business Administration, or related field.
