Our Planning & Development Services Building Division has an opening for a Deputy Building Official to serve as the primary oversight of operations relating to Building Plans Review and Permitting. The ideal candidate has a minimum of four years of supervisory experience, exceptional customer service, and is an expert in building code administration and regulations.

About the Position

This is an advanced leadership and management role as the Deputy Building Official for Planning and Development Services – Building Division. This position will provide oversight and leadership over the Building Plans Review and Permitting areas of the Building Division. Plan, organize, and direct the activities of professional, technical, and clerical personnel engaged in the compilation, analysis, interpretation, and enforcement of codes relating to building, electrical, mechanical, gas, plumbing, etc. 

Direct staff engaged in building plan review and permitting services for building infrastructure. 

Prepare and implement interpretations for implementation and enforcement of codes.

Confer with representatives of construction firms, developers, contractors, and/or architects to resolve issues, that are code or customer related. 

Research, interpret, identify, and recommend code changes, the adopted laws, Florida Building Code, and/or ordinances of the County. 

Administer core service and county policies and procedures.  

Resolve code disputes among various parties related to code and ordinance compliance. 

Promote and educate the community on the Florida Building Code.

Develop and maintain proactive, effective, and trustworthy working relationships with community partners, as well as other external and internal customers.

Work closely with the Building Official and Deputy Building Official who oversee the Licensing and Enforcement and Inspection units for any research and investigations of any potential code violations and ensure compliance with County and State Codes.

Collaborate with the Building Official and management to create and implement written procedures, policies, and programs budgeting, develop strategic goals and business plans, and organizational and administrative changes to promote effective and efficient operations. 

Lead and participate in the development of goals, policies, procedures, and programs, budget preparation, staff utilization plans, business plans, performance/strategic goals/measures, and other administrative/operational functions. 

Use goal setting, delegation, and effective communication to manage performance effectively; articulate performance expectations to staff and utilize performance management to ensure that staff are appropriately developed, promoted, utilized, appraised, and rewarded. 

Partner with Human Resources on employee relation issues; recommend and administer disciplinary actions.

Manage proactive assessments of fraud awareness, prevention, detection, and risk mitigation activities in area of responsibility.

Oversee financial, compliance, operational, and performance audits; review audit findings and ensure appropriate controls are established and implemented. 

About the Schedule

Work Hours:

Full-Time, 40 hours per week.

Monday - Friday, 7:30 a.m. to 04:30 p.m.

About You

Minimum Qualifications:

Bachelor's degree from an accredited college or university in a specific field of endeavor -AND- Six (6) years of related work experience.

-OR- Master's degree from an accredited college or university -AND- Four (4) years of related work experience.

Four (4) or more years of supervisory experience.

Must have the Building Code Administration license as issued by the State of Florida Department of Business and Regulations (DBPR) -OR- have the ability to obtain a license within twelve (12) months of hire.

Valid Florida driver's license by date of hire.

Preferred Qualifications:

Supervisory experience in a building department for a local government.

Bachelor's or Master's degree from an accredited college or university in architecture, engineering, building construction, public administration, or related field.

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five years.

Physical Demands: Employees in this role must occasionally lift and/or move more than 20 lbs.
