We are currently looking for aDeputy Chief Human Resources, Talent Acquisitionto join our team!
Roles and Responsibilities:
+ Business Partner Responsibilities:Strategically lead and direct the HR Business Partner function for Surface Transit and Rail Operations providing HR support and guidance. Collaborate with senior leadership to understand business objectives and translate them into effective HR strategies that align with organizational goals. Provide strategic HR support to human resource functions, in relation to hiring, organization hierarchical structures and goals, policy compliance and addressing complex HR issues across departments. Act as a trusted advisor on HR related challenges and offer expert guidance to support leadership in decision-making on HR related matters.
+ Talent Acquisition Management:Lead the Talent Acquisition function, ensuring that recruitment strategies align with the organization’s broader objectives. Oversee various aspects of the Talent Acquisition process, including outreach sourcing, candidate assessments, job advertising, talent pipeline development, candidate screening, and onboarding processes to include background verification checks. Additionally, manage workforce planning, talent forecasting, and prospecting, ensuring recruitment efforts are in sync with long-term staffing needs. Analyze labor market trends to inform hiring strategies. Prepare executive-level reports on hiring metrics, forecasts, and related data for senior leadership. Collaborate with the General Counsel’s Office and Labor Relations on matters involving employee lawsuits and labor disputes. Ensure full compliance with legal and regulatory standards related to HR recruitment functions.
+ HRIS/Data Analytic Management: Directs the HRIS function, including employee data management, conducting regular departmental audits, employee reporting/metrics, and secure employee badge issuance. Safeguard the integrity and security of HR data and maintain up-to-date employee records.
+ Unemployment Compliance & Management:Oversee unemployment spending and ensure compliance with relevant regulations, minimizing financial risk to the organization
+ Contingent Workforce Management:Direct the administration of the contingent workforce, ensuring that all temporary staffing needs are met in compliance with company policies and regulations. Oversee vendor relationships and ensure alignment with organizational needs.

Education, Experience & Qualifications:
+ Bachelor’s degree in Human Resources, Business/Public Administration or related area and 10 years of progressively responsible, broad-based management experience in Human Resources within a large, matrixed organization with multiple unions and contracts. Master’s degree preferred.
Knowledge & Skills:
+ In-depth understanding of HR best practices, employment law, and a strong grasp of state, federal, and industry regulations.
+ Strong leadership, management, organizational, communication, and interpersonal abilities.
+ Demonstrated expertise in fostering relationships and collaborating effectively with labor unions and key stakeholders to enhance operations, performance, and the overall customer experience.
+ Skilled in identifying organizational needs and opportunities for change, providing strategic leadership to map and implement transformative initiatives.
+ Highly customer-focused with a proven ability to manage multiple large-scale projects that influence the organization’s strategic direction and success.
+ Excellent project management, organizational, interpersonal, analytical, problem-solving, and both verbal and written communication skills.
