Summary The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management. Responsibilities The Information Management Office (IMO) provides guidance to ensure consistent information management (IM) practices to the ODNI elements and across the Intelligence Community (IC), while managing mandatory IM programs for the ODNI. IM includes controlling information throughout its life cycle. IMO's focus includes the disciplines of records management, classification and prepublication management, and information review and release, including declassification and Controlled Unclassified Information. IMO represents the ODNI at the National Security Council's Classification and Declassification Interagency Policy Committee, National Archives and Records Administration's (NARA's) Federal Boards, Councils, and Working Groups, including the Federal Records Council. IMO represents the IC at the National Declassification Executive Board, Public Interest Declassification Board, National Declassification Center, and Interagency Security Classification Appeals Panel. In addition, IMO chairs the IC Information Management Committee (IMC), Classification Management Implementation Working Group (CMIWG), and Difficult Issues Forum (DIF) on the Freedom of Information Act (FOIA). IMO provides an array of products and services to the ODNI related to IM support, guidance and training. Examples include the drafting and implementation of all IM-related policy, Records Control Schedules (RCS), prepublication review, classification guidance and review, and FOIA processing, to include litigation support. Support the Chief of IMO in managing ODNI Classification and Prepublication, Declassification, Records, and Information Review and Release Programs to protect national security information and prevent its unauthorized disclosure, while facilitating the appropriate release of information to the public. Oversee and lead an evaluation of the potential impact of obstacles to information flow across the IC and work with policy analysts and Intelligence Community (IC) partners to develop and implement policy and process improvements. Support the Chief of IMO in managing the Records Program to modernize ODNI record keeping in the digital age and integrate records with the overall data lifecycle. Support the COO in her/his role as the Chief FOIA Officer, the Senior Agency Official for Classification, and the Senior Agency Official for Records Management. Oversee the accurate and timely response to high-priority, short suspense taskings from Congress and the White House, and work closely with NARA and the Department of Justice. Support the Chair of the IMC, Chair of the CMIWG, and Chair of the DIF, leading IC-wide collaboration on the modernization of IM programs. Establish, guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals. Provide leadership, oversight, and guidance in the preparation of briefings, reports, and presentations for ODNI leadership, senior policymakers, IC members and other intelligence consumers in a manner that meets their specified requirements. Build and maintain effective partnerships across ODNI, the IC, and the Executive Branch. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Continually expand personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies, to facilitate the cooperation and effective coordination of ODNI, the IC, and other U.S. Government (USG) agencies. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualifications Mandatory Requirements: Superior-Level and Experienced Leader: Expert ability to lead and implement an IM program, as well as knowledge of current industry best practices and technology initiatives to modernize IM. Superior-Level Coalition Building: Possess strong interpersonal skills and the ability to build and sustain professional networks across organizational and interagency boundaries to exert influence. Superior ability to objectively evaluate USG and interagency information sharing policies and plans, taking into account a diverse and complex range of considerations in performing the evaluations. Experienced Supervisor: Capable of leading multiple teams with unique and competing priorities. Expert Adaptability: Ability to seamlessly adjust to constantly-shifting priorities and unexpected situations, juggle competing priorities, and seek out-through a collaborative process-innovative solutions in response to frequently changing circumstances. Subject Matter Expertise in IM Policies and Regulations: To include the FOIA, Privacy Act, the Federal Records Act, and Executive Order (EO) 13526, Classified National Security Information, EO 13556, Controlled Unclassified Information, and all relevant classification policies, procedures, and technologies. IC Expert: Possess extensive knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and how these organizations can effectively cooperate in implementing classification and declassification plans and programs. Exceptional Critical Analysis Skills: Strong analytical and critical thinking skills, including the ability to logically analyze, synthesize, judge information, think strategically, and identify needs, requirements, and develop recommendations in a fast-paced environment. Experience assessing records management practices within an organization to ensure they support the principles of safeguarding government information throughout the organization. Superb Communicator: Superior communication, writing, and technical editing skills, with demonstrated success producing material that are clear and concise for senior executives. Exceptional Time Management skills: Excellent organizational skills with the ability to proactively manage competing priorities under strict deadlines, and lead under pressure. Desired Requirements: At least six years of experience supporting IM in the areas of classification, declassification, prepublication, records, and/or information review and release. Experience managing and/or working on budget-related portfolios. Experience managing contracts. Prior experience drafting/coordinating formal policy and standards. Education Bachelor's Degree.
