Position Overview
The City of Hartford Treasurer’s Office is seeking a highly qualified and experienced investment professional to serve as the Deputy Chief Investment Officer (DCIO). This role supports the management and oversight of the City’s investment programs, including the Municipal Employees Retirement Fund (MERF), Other Post Employment Benefits (OPEB) Trust, and the Deferred Compensation Plan (DCP), collectively referred to as “the Plans.”
The DCIO will work closely with the City Treasurer and Chief Investment Officer (CIO) to develop and implement investment strategies, monitor portfolio performance, and ensure compliance with fiduciary and regulatory standards. This position plays a key role in safeguarding and growing the assets of the Plans to enhance the financial security of their beneficiaries.

Key Responsibilities
Investment Strategy & Oversight
Assist in the formulation and execution of investment strategies aligned with the Plans’ Investment Policy Statements (IPS).Participate in asset allocation decisions and portfolio construction.Conduct ongoing analysis of economic, financial, and market trends.Support due diligence for public and private market investment opportunities.Evaluate and recommend investment managers and strategies.Monitor portfolio performance and ensure alignment with long-term objectives.Provide strategic recommendations to the City Treasurer and CIO.Portfolio Monitoring & Reporting
Review and analyze periodic performance reports.Participate in meetings with asset managers and fund representatives.Prepare detailed reports, reconciliations, and ad hoc analyses.Operational Management
Maintain and update investment procedures and documentation.Review and validate service provider invoices.Oversee operational activities and ensure effective coordination with external partners.Compliance & Risk Management
Ensure adherence to fiduciary responsibilities and regulatory requirements.Monitor compliance with investment policies and contractual obligations.Support diversity initiatives and risk mitigation efforts.Assist with audit preparation and year-end financial reporting.Stakeholder Engagement
Serve as a liaison with investment managers, consultants, and service providers.Build relationships with peer institutions and stay informed on industry best practices.Provide investment education and support to the City Treasurer, Pension Commission, and staff.Leadership & Team Development
Assist in supervising and mentoring staff.Participate in recruitment, training, and performance evaluations.________________________________________
Qualifications
Education
Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field.Master of Business Administration (MBA) preferred.Experience
Minimum of five (5) years of progressive investment or financial management experience.At least three (3) years in one or more of the following:Public pension fund managementInstitutional investment organizationsCorporate pension or endowment fund managementTechnical & Professional Skills
Deep understanding of fiduciary duty, investment theory, asset allocation, and portfolio management.Familiarity with public and private market investments, risk management, and compliance.Strong analytical, quantitative, and strategic planning skills.Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and Adobe.Excellent communication, negotiation, and interpersonal skills.Pay and Benefits
The pay range for this position is $150000.00 - $160000.00/yr.
