Deputy Chief Mechanical Officer, New Car Programs Job ID: 250247 Location: MD - Greenbelt Rail Facil Full/Part Time: Full-Time Posting Open-Close 03/24/2025 - 04/08/2025 Union NRP Regular/Temporary: Regular **Job Description** **Minimum Qualifications** **Education** + Bachelor’s Degree in Engineering, Business Administration or a related field **Experience** + Minimum of fifteen (15) years of experience without a Professional Engineering (PE) license **OR** ten (10) years of experience with a Professional Engineering (PE) license in railcar engineering and design, project management and other applicable industry experience (such as electrical or mechanical engineering), to include at least five (5) years of management supervisory experience + Experience with leading diverse teams in multiple locations responsible for oversight or operation of activities related to manufacturing, testing, repairing, or engineering for transit rolling stock **Certification/Licensure** + N/A **Preferred** + Professional Engineer (PE) licensure + Project Manager Professional (PMP) licensure + Experience in or training on Communications Based Train Control (CBTC) + Experience in or training on business, engineering, and quality management system for a large transit operation with emphasis on safety **Medical Group** Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations. **Summary** The Deputy Chief Mechanical Officer, New Car Program is responsible for the successful acquisition of new rail vehicles. The incumbent further identifies, acquires, plans, and manages each functional resource needed to execute a new vehicle through all phases of its lifecycle and ensure all new rail vehicles are designed & validated to operate within the Authority’s operating environment and infrastructure. **ESSENTIAL FUNCTIONS** + Manages and coordinates the overall development and completion of new vehicle projects and enhancements from conceptualization to revenue operation, including project schedules and cost; planning, designing, systems engineering, procurement, contract close-outs, and systems testing. Ensures the fulfillment of the Authority’s strategic goals as it relates to the successful acquisition of new passenger rail vehicles or roadway maintenance machines, utilizing the Washington Metropolitan Area Transit Authority (WMATA) Policy instructions and/or procedures and industry best practices. + Directs, oversees, and monitors engineering and other capital activities of consultants to ensure fulfillment of contract specifications, timetables, budget and other conditions. + Responsible for capital and operational budgets including identifying, implementing and executing of specific monitoring and control functions in compliance with all local, jurisdictional, federal or other regulatory bodies, to accurately monitor, control, and forecast financial performance for a portfolio of new vehicle programs and report to internal and external stakeholders as required. + Identifies significant stakeholders and establishes effective communication channels to allow the collection, evaluation and establishment of project requirements and the translation of these requirements into actionable scope statements regarding varying types of rail vehicles. Manages specification developments that detail the specific requirements contained with the scope statement. + Identifies, evaluates and quantifies probability and impact of risks to develop mitigation and management strategies and continually evaluate & execute as needed, utilizing the WMATA Quality Management Plan. + Provides project reporting to multiple levels of internal and external stakeholders. Provides oral and written reports and recommendations to the Board of Directors (BOD), General Manager/Chief Executive Officer (GM/CEO), and Rail Services management within the areas of assigned responsibility, as directed by the Chief Mechanical Officer. Clearly communicates and conveys questions, results or concerns, to ensure no miscommunication that can result in risk to the Authority. + Ensures that rail vehicle supplier submittals and designs comply with the applicable specifications and safety requirements. Using the latest industry standards and techniques, provides technical expertise and technical management of resources used to evaluate, test, or approve submittals from rail vehicle suppliers. + Employs the necessary strategies to conduct and evaluate all applicable hazard analyses to meet the requirements of the latest industry standards. Participates in Authority Safety Committee as it relates to New Vehicle Acquisitions and ensures that all new vehicles procurements obtain the Authority’s Safety Certification. + Identifies quality requirements for each aspect of new vehicle acquisition programs including documentation, configuration management, testing, validation, Software Capability and Maturity, and other aspects of sampling. Provides oversight and management of quality resources located within the Authority or external suppliers as required, to ensure compliance with specification requirements and Authority operational needs. + Plans, directs, coordinates and reviews the work plan for assigned staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures. Supports subordinate staff including recommending applicant selection, disciplinary actions, resolution of grievances, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided. + Acts as the primary contact or manages primary contacts with the Procurement and Executive Vice President & General Counsel (EVP/COUN) offices during the Initiation, Bidding, Contract Award, and Closing functions of the new vehicle procurements, ensuring that contracts are developed efficiently and in compliance with all internal and externally mandated requirements. **The essential duties listed are not intended to limit specific duties and responsibilities of any particular position.
