The Opportunity 

Abt is seeking a Deputy Chief of Party, Operations (DCOP) for the anticipated five-year USAID-funded New Workforce Development Activity in Ukraine. The Activity will focus on strengthening both employer and employee capacity to respond to the structural changes in the labor market brought about by the war. This will be an inclusive project emphasizing the integration of women, youth, veterans, and internally displaced persons (IDPs) into the labor force across a range of traditional and non-traditional sectors of the nations’ economy.

As the DCOP-Operations, you will manage the Activity’s finances and supervise the procurement, grants, finance, human resources, and administrative staff. This project will be national in scope and is forecasted to be valued at $50 – 99 million dollars. You will ensure adequate and appropriate internal financial management controls are in place and are compliant with all USAID and Abt Global polices and regulations. The DCOP-Operations will provide financial oversight of all activities and ensure financial management processes and controls meet internationally recognized accounting standards. Specifically, you will track project expenses, oversee the preparation of monthly financial reports and quarterly accrual projections, and lead the annual budgeting process. You will manage the financial and administrative aspects of all grants under contract or sub-agreements under the activity. The DCOP must have experience managing the operations of similar sized donor funded programs. This will be a local long-term position based in Kyiv.

Core Responsibilities 

Support the Chief of Party (COP) in implementing the strategic vision by managing and leading all aspects of finance and operations. Provide leadership and support during start-up and close-out, including project office set up, operations and logistics, and other administrative tasks. As a member of the leadership team, communicate and collaborate effectively to ensure that all aspects of Finance & Operations support the team to meet its goals, deliverables, and results. Monitor financial performance and progress toward objectives.  Directly supervise the project's finance, operations, and grants personnel.  Monitor expenses against the budget, and provide precise, detailed reports during start up and throughout implementation and close-out.  Liaise with Abt Global internal support functions (e.g., contracts and subcontracts) to ensure smooth flow of roles and responsibilities.  Advise staff on donor requirements; provide training on financial management, recordkeeping, operational systems, and policies as needed.  Manage all aspects of procurement, from planning to purchasing, in compliance with Abt's policies and standards.  Implement fraud mitigation and pro-compliance practices and ensure systems and processes are implemented effectively to support implementation of the award. Ensure that all financial information is consolidated on time and provided to the COP as appropriate for analysis and dissemination to inform programmatic and management decisions.  Ensure appropriate systems and cost effective, timely procedures such as cash management, vendor payments, and budgeting are in place to properly disburse, account, budget and report project funds and have the proper internal controls. Monitor effective oversight and support to recipients of grantees to ensure consistent compliance with the terms of their agreements including financial management and compliance with donor regulations.  Provide training and orientation to project personnel and mentorship and capacity strengthening to local grant recipients on project policies and procedures; building their skill-levels in the areas of finance, accounting, budget oversight, subaward compliance, reporting, project management, and more. May serve in an acting capacity in the absence of the COP. Other duties as assigned.

What We Value

Bachelor’s Degree, or higher, in finance, business administration, accounting or related area of study. At least twelve years of relevant experience (or Masters and 10 years) managing regulatory, contractual, legal and financial compliance requirements associated with US Government funding, including at least five years of demonstrated knowledge of USAID's operating environment, policies, financial management rules and regulations. Experience managing USAID grants under contract with local organizations.  Direct experience of at least five years supervising staff and managing teams.  Excellent computer skills, particularly Microsoft Office applications, accounting software such as QuickBooks and internet skills.  Advanced communication and writing skills in English.
