The Opportunity 

Abt is seeking a Deputy Chief of Party, Technical (DCOP) for the anticipated five-year USAID-funded New Workforce Development Activity. The Activity will focus on strengthening both employer and employee capacity to respond to the structural changes in the labor market brought about by the war. This will be an inclusive project emphasizing the integration of women, youth, veterans, and internally displaced persons (IDPs) into the labor force across a range of traditional and non-traditional sectors of the nations’ economy.

As the DCOP-Technical, you will be responsible for implementing the strategic vision of the Chief of Party by providing technical leadership. You will serve as a secondary liaison with the client. You will bring integral knowledge of the current challenges that Ukrainian employers face in finding, keeping, and upskilling employees. Your technical expertise will include economic growth and private sector engagement. Your professional experience will include the application of inclusive approaches to attracting women, veterans, persons with disabilities and/or internally displaced persons. As the DCOP-Technical, you will facilitate collaboration and teamwork, including mentorship and development of local technical staff. The DCOP-Technical must have experience managing large, complex activities and demonstrated experience working with and through the private sector. This will be a long-term position based in Kyiv.

Core Responsibilities 

Support the Chief of Party (COP) through implementation of technical vision by leading a team of technical staff.  Lead, under the supervision of the COP, one or more of the technical areas/objectives of the Workforce Development Activity. Directly supervise and contribute to the successful implementation of tasks designed to meet the Workforce Development Activity objectives. Provide inputs to and review of all deliverables for quality, accuracy, and completeness in accordance with relevant contractual requirements. Ensure incorporation of inclusive approaches and principles, including Gender, Equality, and Social Inclusion (GESI) and Positive Youth Development (PYD) principles. Build and advance productive working relationships with local partners, stakeholders, and beneficiaries. Participate in and/or prepare project reports, including presentations. Use analytical and evaluative techniques to identify, analyze, and resolve issues or problems. May serve in an acting capacity in the absence of the COP. Other duties as assigned. Serve as a member of the senior leadership team of the program and support the COP in oversight of project staff and activities Co-lead and oversee programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy.

What We Value

Bachelor's degree in Economics, Business Administration, International Development, or similar field.  A minimum of twelve years (or Master’s and 10 years) of progressive professional experience in managing projects in private sector engagement, economic growth, workforce development, or similar in Ukraine.  Successful experience managing and implementing USAID-funded projects.  Experience with inclusive (e.g. GESI, PYD, Internal Displacement, and Persons with Disabilities in Employment, etc.) approaches and applications.  Ability to manage objective level technical implementation, within budget, to achieve or surpass results.  Demonstrated ability to lead multidisciplinary teams.  Proven ability to communicate and collaborate effectively with a broad range of partners.  Experience leveraging the private sector for engagement highly preferred.  Established network within the Ukraine economic sector.  Excellent written and oral communication skills in English and Ukrainian required.
