This Opportunity: 

The Deputy Chief of Party will lead the overall technical direction of the project to enhance Uganda's health system through the reinforcement of its supply chain management leadership, management, systems, processes, and human resources. Serving as the primary overseer of the technical assistance strategy and its implementation, the Deputy Chief of Party will focus on enhanced performance of pivotal functions of the health supply chain including forecasting, procurement, warehousing, and distribution. Additionally, they will be responsible for managing the structure, strategy, development, and implementation of workplans, while also coordinating with pertinent stakeholders.

Location: 

The position is based in Kampala, Uganda. 

Reporting and Supervision: 

The Deputy Chief of Party reports to the Chief of Party and leads the overall technical direction of the project.

Primary Duties and Responsibilities:  

Support the Chief of Party in ensuring that the technical assistance strategy and project structure is responsive to USAID's and the Uganda Ministry of Health's priorities and incorporates global best practices in supply chain management and performance improvement. Contributes to overall program management and oversees technical teams' performance toward meeting the project's goals and intended results.Leads the annual work planning process, ensuring project is appropriately staffed to deliver strategic results. Oversees work plan execution, ensuring quality of technical assistance.Participates in hiring technical staff with the required experience and skills to implement technical assistance activities as assigned.Support the Chief of Party in co-leading performance management and reporting to effectively implement the program strategy.Collaborate with finance team in developing and managing project budgets, ensuring realistic planning and judicious use of resources and appropriate burn rates.Manage and optimize the project’s operations such as processes, workflows, and systems.Ensure collaboration with program partners in monitoring progress against workplan goals and objectives, troubleshooting implementation issues, ensuring course correction as required to ensure timely delivery of project goals.Work with monitoring, evaluation, and learning team to ensure documentation and reporting of project results in improving key supply chain performance indicators, documenting lesson's learned, and program best practices.Cultivate open communication, trust, and teamwork across project teams. Develop and maintain a spirit of partnership, trust and shared goals and objectives with USAID, Ministry of Health partner agencies, implementing partners, and other stakeholders.  
Assist the Chief of Party in coordinating internal and external stakeholders, such as donors, international organizations, host country institutions, and USAID
Safeguard compliance with USAID, GOU and USG laws, regulations, policies, and procedures

Key Competencies Required: 

Minimum 10 years of experience in public health, pharmaceuticals, or supply chain management, with a focus on overseeing and providing technical assistance for complex international projects. Experience in supply chain strengthening in a technical capacity.Experience as a Deputy Chief of Party or in a senior technical leadership position of a supply chain or pharmaceutical management project, implemented at the country level, that required the assembling and managing of complex teams.
Demonstrated experience implementing, overseeing and/or providing technical assistance in key supply chain functions such as procurement, warehousing, and distribution.
Demonstrated experience coordinating and collaborating with key stakeholders including USAID activity managers and contracting officers, recipient government agency counterparts, implementing partners, and representatives of other international agencies.
Experience in supply chain performance management and monitoring and documenting project activities and outcomes.
Strong team leadership and interpersonal skills, management experience, and dependability.
Detail-oriented, with a demonstrated ability to balance multiple tasks and priorities within designated timeframes.
Receptive and adaptable to changing demands and requirements.
Exceptional knowledge of written and spoken English. 

Professional Expertise/Competencies Preferred: 

Ideally, 15+ years of experience in supply chain management, with a track record of systems strengthening in multiple countries, including Uganda, coupled with a Master’s or Bachelor’s degree in a related field.
Demonstrated experience in supply chain management best practices.
Ugandan nationals with experience working in various countries, especially in Africa are strongly encouraged to apply.
