The Opportunity

Abt Global seeks a qualified Deputy Chief of Party (DCOP) for the anticipated Jordan Prevent, Detect, Respond - Primary Health Care (PDR-PHC) Activity based in Amman, Jordan. The Activity will include a package of interventions to strengthen biosecurity and safety, address antimicrobial resistance (AMR), and prevent and respond to emerging threats through building One Health capacities that incorporate linkages between human, animal, and environmental health. Through focusing its interventions at the primary healthcare level, the activity will strengthen health provider practices, health system preparedness, multi-sectoral coordination, and surveillance capabilities to 1) prevent avoidable disease outbreaks, 2) detect threats early, 3) respond rapidly and effectively when outbreaks occur. 

The DCOP will be responsible for the overall programmatic oversight of activity implementation including conditions of the award, technical excellence, and financial compliance. The DCOP reports directly to the Chief of Party (COP) and will take a leadership and managerial role in ensuring technical implementation of high impact, proven interventions, and ensuring the activity meets stated goals and reporting requirements. The DCOP supports the COP, acts for the COP as needed, and carries out any other tasks assigned by the COP to ensure proper management of the project activities in Jordan. 

The DCOP position is contingent upon award of the Jordan PDR-PHC Activity to Abt Global.

Key Roles and Responsibilities 

Provides planning, performance management, continuous learning, and technical assistance. This includes working closely with Abt’s home office, COP and project leads to develop work plans and monitor activity timelines; In alignment with COP, leads the technical direction of the project towards the accomplishment of the health security objectives set forward by USAID and the Government of Jordan Provides quality assurance to the technical interventions advanced by the project team and subcontractors/subawardees. Contributes to a culture of continuous learning and adaptive management by ensuring ongoing data analysis and applying key learnings from knowledge generated to adapt program activities as appropriate.  Ensures a project team environment conducive to gender, equity and social inclusion;  Oversees the creation and ensures the quality of all project technical deliverables; Supervises and provides coaching and mentorship to support continuous technical staff development and high performance; Responsible for harmonizing the objectives of the activity specifically ensuring effective complementary and efficient implementation.  Lead and oversee all technical assistance, including those delivered by subcontractors and grantees, across the priority technical areas. Together with the COP, serves as a senior manager to ensure activities are in compliance with USAID rules and regulations and activities meet program targets. In alignment with the COP, works closely and maintains strong collaborative relationships with USAID, the Government of Jordan, various global health security stakeholders, regional organizations and partners towards the achievement of a shared health security vision for Jordan. 

Minimum Qualifications 

Master’s degree, advanced clinical or other degree (PhD, MD) in medicine; public health; epidemiology; microbiology; immunology; clinical infectious diseases; biosecurity; health systems strengthening. Minimum of ten years’ progressive experience in senior roles managing large programs of similar scope and dollar value. Substantial understanding of the current health security landscape in Jordan, including key national and subnational risks and opportunities; AMR; laboratory systems; primary health care; one health strategy; workforce status; emergency response systems; and more.   Demonstrated ability to work closely with local partners and to develop their capacity required;  Knowledge of field of global health security, including but not limited to an understanding of IHR 2005, JEE capacity packages, SPARS, GHS index, USAID’s approach to advancing global health security, the roles of other major multilateral bodies such as FAO and WHO in advancing global health security.  Previous experience working on USAID or other donor funded programs with similar health objectives. Proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance health objectives. Strong relationship management skills, with demonstrated experience successfully managing relationships with donors and other internal and external program stakeholders and partners. Demonstrated ability to implement successful performance management systems. Excellent organizational, interpersonal communication, and computer skills. Strong English writing/speaking skills required and fluency in Arabic preferred.
