This Opportunity:

Palladium seeks an experienced Deputy Chief of Party (DCOP) for the anticipated USAID/Indonesia Health Systems Strengthening Flagship Activity focused on improving accountability, health system performance and health outcomes (especially for Maternal and Child Health, Tuberculosis, HIV, and Global Health Security) based on performance-based and sustainable health financing, a strengthened health information system, resilient human resources for health, integrated care models, and a strong evidence to policy pathway.

Under the supervision of the Chief of Party (COP), the DCOP leads technical aspects of the project in compliance with USAID and Palladium rules and regulations to achieve project objectives. S/he will also regularly engage with and maintain good relationships with relevant actors including the Government of Indonesia, consortium partners, civil society organizations (CSOs), and other non-government stakeholders. The DCOP will provide support to the COP in liaising, programmatic, strategic development, and quality control duties.

Reporting and Supervision:

This position will report to the Chief of Party and manage a team of multi-disciplinary experts.

Primary Duties and Responsibilities:

Provide overall strategic, technical, programmatic, financial, and management guidance and assist the COP in overseeing all technical components of the program.
Provide technical leadership to key project areas: health systems strengthening, especially for Maternal and Child Health, Tuberculosis, HIV, and Global Health Security by strengthening health information system, human resources, health financing, integrated care models, and policy building and implementation.
Co-lead and oversee programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure smooth implementation of program strategy.
Ensure compliance with contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID and Palladium requirements.
Provide oversight, guidance, and direction to technical staff and ensure the strategic and functional integration of all technical areas across the project.
Ensure interventions reflect high technical quality and are in line with the project's scope of work.  
Maintain effective and open communication throughout the project with Chief of Party, USAID, Project Director, technical leads, project operations teams, and other relevant stakeholders.
Work with the Chief of Party and other project staff to continuously refine implementation processes by integrating lessons learned and best practices.
In collaboration with the local staff in-country, identify program opportunities and potential local partners as needed.
With the MEL Director, identify project analysis and data needs to build and share evidence with the Government of Indonesia, donors, USAID, and other stakeholders.
Serve as Acting Chief of Party as needed.

Key Competencies Required:

Advanced degree in in a relevant field such as public health, health administration, international development, or a related field.
Excellent managerial and operational experience, minimum 3 years’ experience managing large donor projects involving coordination with multiple implementing partners or institutions.
Minimum 5 years’ experience in developing activity work-plans, budgets, managing implementation, staff, and short-term technical assistance.
Experience working at regional and/or local government unit level on health and/or socials sector issues including liaising with Ministry of Health.
Strong interpersonal relationships with regional and national key health stakeholders including among CSOs and local institutions.
Capacity to transfer/convey information and knowledge to external partners, stakeholders, senior officials, and donor community.
Experience relevant to accomplishment of the cross-cutting objectives including gender, youth and marginalized populations.
Experience working in Indonesia or Asia.
Written and spoken fluency in English. 
Written and spoken fluency in Bahasa preferred.
