Key Responsibilities:
PURPOSE OF ROLE
The Deputy Chief of Party (DCoP) will provide overall technical leadership in child protection, development and care as well as support the Chief of Party in all aspects of project design and implementation. S/he will have strategic vision, leadership qualities, depth and breadth of management experience, interpersonal skills and written and oral presentation skills to fulfill the diverse managerial requirements of the activity. The Deputy Chief of Party will be responsible for project technical quality and integrity of the project, especially in child protection, development and care, including gender equity and CEFMU, early child development (including children with disabilities) and family strengthening.This position is contingent on grant award and donor approval.
MAJOR RESPONSIBILITIES
Program is Implemented with Technical Quality
Support CoP with grant implementation, ensuring all objectives are met through Build capacity of key staff and partners through promotion of evidence-based promising practices and lessons learned. Supervise a team of technical staff. Ensure proper technical capacity of staff to manage complex donor-funded projects. Contribute to the technical quality of project reporting, evaluation, and communication systems. As needed, support CoP with operations, including budget management, partner management, etc.Strong donor and stakeholder relationships. Support to program quality to better serve target populations.
Establish clear and frequent communication regarding technical implementation with partners, the donor and World Vision US. Communicate, as soon as possible, with leadership and coworkers on any programme quality issue for it to be addressed collectively. Contribute to the preparation and writing of World Vision Ghana’s annual reports by providing technical input. Undertake frequent field monitoring visits to ensure proper and accurate implementation of the project by staff and partners Consistently look for more effective and efficient implementation methods and opportunities to increase impact on project objectives. As needed, liaise with local government officials, local institutions, local communities, donor representatives and other stakeholders as appropriate.Strong performance and teamwork of grants staff. High quality of program deliverables
As needed, represent the project in relevant external stakeholder engagements with government, UN, and partner organizations.Provide regular technical support to project field staff through targeted training, tools, and resources to facilitate effective and quality implementation. Facilitate the introduction of innovative practices, methodologies, or approaches in the implementation of the project where / when possible. Actively contribute to promote collaboration and leveraging existing World Vision Ghana and peer organizations' programming to maximize program impact. Ensure that technical and high-quality standards in implementing the project.Provide support to project learning, reflection, and evidence-dissemination with key staff and project partners/sub-grantees.KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
A minimum of seven (7) years of progressively responsible experience in management of social services and/or child protection programming.A minimum of five (5) years of working in any of the following technical areas: Social work, child protection, gender equity, early childhood development, work with children with disabilities, care reform, family strengthening or systems strengthening. Experience working with parenting programs, social behavior changes or capacity strengthening of government systems and staff is a plus.Demonstrated leadership skills and experience to build and maintain productive working relationships with a wide network of institutional partners and stakeholders, including high-level host country governments and international agencies.Proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones and produce quality results.Demonstrated knowledge of USAID procedures pertaining to project design and implementation, Monitoring and Evaluation, and financial management and reporting.Proficiency in at least one of Ghana’s local languages.Master’s degree in social work, sociology, law, public administration, or related areas is required.Preferred Knowledge and Qualifications
