This Proposal Opportunity:
The new USAID/Egypt Energy Activity seeks to support this goal by providing targeted technical assistance to strengthen the public sector’s governance of the energy sector, increase opportunities for institutions and the private sector to participate in a more liberalized power sector, and promote social equity by improving quality of and access to affordable energy services that enable greater economic opportunity. Concurrent to these efforts will be targeted technical assistance that improves the performance of the power sector through grid modernization and systems flexibility, strengthened cost recovery, ensuring the energy sector can power economic growth and improve financial viability, necessary to achieve USAID and GOE’s broader development objectives.
Position Summary
Palladium is seeking a Deputy Chief of Party for the new USAID Egypt Energy Activity who will focus on contract administration and the project's operational needs. To this end, they will report to the Chief of Party (COP) and be responsible for coordinating and synchronizing all the program’s statutory requirements against the FAR, AIDAR, ADS, FTR, and DSSR to control any ambiguities, conflicts, risks, and liabilities. This is a proposal position and is contingent upon an award from USAID.
Position responsibilities:
Serve as a member of the senior leadership team of the program and support the COP in oversight of project staff and activities;
Act as a liaison to the field for day-to-day problem solving and support.
Support logistics, operations, and administration of the project.
Manage contractual relationship with subcontractors, including negotiating and executing subcontracts, tracking expenditures, and providing regular guidance.
Identify types of approvals needed and oversee drafting of and submission to USAID of such approvals (salary requests, travel, consent to subcontract, modifications, waivers, etc.).
Work closely with the AP and Finance teams on reviewing vouchers and invoices for subcontractors, vendors, and consultants.
Provide contractual guidance to project office and staff.
Develop and update project manuals.
Monitor invoices/budgets against contracts and mitigate cost overruns.
Maintain close communications with project COR/CO.
Participate in and/or prepare project reports, including presentations;
Use analytical and evaluative techniques to identify, consider and resolve issues or problems;
Serve in an acting capacity in the absence of the COP.
Ensure the technical team supports the strategic learning and communications teams in data collection, generation of lessons learned, and implementation of pause and reflect and other collaborate, learn, and adapt activities;
Key Competencies Required:
Bachelor’s degree in business, international development, education, or another relevant field;
At least 5 – 7 years of relevant program management experience implementing programs in Egypt;
At least 3 years of senior management experience on programs funded by USAID or other donor agencies, preferably as a DCOP or equivalent.
Familiarity with the policies, procedures, and reporting requirements of USAID or other donor agencies;
Knowledge of USAID contract management, policies, procedures, regulations, and reporting requirements;
Financial management experience including budgeting;
Experience in activity and grants design and implementation, as well as monitoring and documenting project activities and outcomes;
Professional proficiency in written and oral English.
Professional Expertise/Competencies Preferred (Optional):
Microsoft office suite proficiency and the ability to operate spreadsheet and word-processing programs at a highly proficient level;
Relevant master’s degree;
Proficiency in Arabic;
Experience in Egypt.
