Overview of the Project.
The USAID/Bangladesh Supply Chain Systems Strengthening Task Order is a Task Order under the Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) IDIQ award, which is a mechanism within the Next Generation of Supply Chain Suite of Programs (NextGen). The purpose of the Task Order is to improve supply chain systems for commodity security, logistics, and regulation at all levels of the public health system, from national to subnational. The goal is to ensure that quality, affordable medicines, and other health commodities are consistently available to healthcare providers and patients when and where they are needed and used appropriately for improved health outcomes, in support of moving toward Universal Health Coverage. The Directorate General of Health Services (DGHS) and Directorate General of Family Planning (DGFP) under the Bangladesh Ministry of Health and Family Welfare (MOHFW) will be the main counterparts in this effort.
Overview of the Position:
The Deputy Chief of Party (DCOP) will collaborate with the Chief of Party to provide strategic direction to of the program. Leveraging your broad expertise in supply chain management, pharmaceutical management, and health systems strengthening. Supervises designated program areas and ensure operational excellence, timeliness of deliverables and achievement of results. This role requires an innovative systems thinker who can motivate teams, engage stakeholders, and drive strategic transformations that expand access to essential health commodities.
Roles and Responsibilities:
Management:
· Support COP in overall program leadership and guide daily activities in COP’s absence.
· Help lead development of the activity’s annual work plans, annual and quarterly reports, and other requests that may come from USAID or DAI, reviewing all aspects of the program and progress towards delivering program outputs and outcomes. Ensure submission of quality timely deliverables.
· Manage all key risks related to the program and assist the COP in resolving issues of program management and implementation.
· Work with project staff to communicate changes, receive and implement feedback, and ensure necessary change management principles for smooth process adoption.
· With COP, technical team, and M&E team, communicate the activity’s successes, best practices, and lessons learned.
· Ensure all actions and interventions adhere to USAID and DAI technical guidance and align with global best practices, including the training of staff as required.
Technical:
· Provide strategic vision and technical oversight of technical activities aligned to program goals.
· Provide technical expertise as the project engages USAID offices, working directly with key project staff, consultants, and partners.
· Oversee a team of technical staff and consultants comprised of specialists in different supply chain functions, to provide demand driven technical assistance.
· Manage and ensure the quality, on-time, within budget completion of technical deliverables from your team of technical leads, consultants, and partners.
· Oversee design and execution of integrated capacity building approaches across governance, policy, private sector engagement, planning, financing, workforce development, information systems, and other cross-cutting areas.
· Collaborate with the Chief of Party to lead the development of annual work plans for the global project and support country teams in developing their work plans.
Representational:
· Support consortium, including ensuring effective communication with all partners, resolving partnership issues, and ensuring cohesion throughout program implementation.
· In the absence on the COP, serve as a primary liaison with USAID, the donor community, and other key stakeholders for the program.
Additional responsibilities may be assigned as business needs evolve.
Minimum Qualifications:
· Postgraduate degree in healthcare, supply chain management, business administration or related discipline.
· Minimum of 8 years work experience in international development supporting and/or leading large, complex global health programs. Prior experience as Deputy COP or Technical Lead is ideal.
· Strong experience working on USAID or USG funded projects, including compliance with regulations and reporting.
· Demonstrated experience in addressing health supply chain and pharmaceutical management strengthening activities.
· In-depth understanding and practical experience of practical technical skills including Forecasting and Supply Planning, Warehousing and Inventory Management, Pharmaceutical Services, Strategic Planning, Risk Management…
· Ability to think strategically and work effectively in a team environment.
· Dynamic collaboration skills working across public and private institutions.
· Exceptional communication and collaboration skills and a proven track record of interacting with other projects, high-level Government of Bangladesh counterparts and international agencies.
· Demonstrated effective personnel management, including large interdisciplinary teams, coordination, creativity, and willingness to innovate, and decision-making skills along with an ability to troubleshoot.
