Deputy Chief of Party, Programs – Guatemala

Project Overview and Role:

USAID/OTI will establish and manage a rapid, agile, and quick-response mechanism to implement program activities to increase community resilience and peaceful and productive public participation in Guatemala’s democratic reform process. 

The Deputy Chief of Party-Programs (DCOP-P) serves as the designated deputy lead for program management; provides leadership; and is responsible for all aspects of field management and oversight, including reporting of progress and ensuring quality of activities undertaken.  
Under the guidance and technical direction of the client and Chief of Party (COP), the DCOP-P provides oversight of grant activities and programming; human resources; personnel recruitment and management; subcontractor management; activity implementation oversight; and project startup and closeout.  
The DCOP-P is expected to have a good grasp of the program and be prepared to step in as needed to support the COP and other program staff in activity development while staying apprised of the local political, legal, and economic situation and to integrate analytic products and processes to inform and continuously adapt the program.    
This is a full-time position based in Guatemala and contingent upon contract award. 

 Primary Duties and Responsibilities: 

Overseeing Contractor technical staff involved in the design, implementation, and monitoring and evaluation of program activities.  
Facilitating the co-creation of grant activities between Contractor and potential grantees 
Working with the COP, the Monitoring and Evaluation team, and other relevant parties to improve implementation processes throughout the program.  
Serving as the COP and OTI CR’s primary point of contact for current information about the status of activity implementation 
In collaboration with local staff in-country, identifying program opportunities and potential local partners 
Ensuring the relevant staff use, maintain, and upload weekly to the Database and ensure data is consistent and complete 
Under the guidance of the client and COP, contributing to the design and implementation of the M&E system at the activity level and ensuring all activities are monitored and evaluated 
Serving as Acting COP when the COP is absent from the program 
Traveling frequently throughout Guatemala to conduct meetings with program partners 
Undertaking other duties as assigned by the COP 

Required Qualifications:

A minimum of six (6) years of relevant work experience and a bachelor’s degree or ten (10) years of relevant work experience without a bachelor’s degree. Relevant experience entails working with a Contractor or International NGO in complex, high-speed and challenging field operations in developing countries. At least three (3) years of this experience shall include managing field operations.  
Minimum of one (1) years supervisory experience.  
Experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity. 
Experience working directly with host country grantees on activity development, implementation, monitoring, and evaluation of programs.   
Experience developing and administering grants or small grants programs.  
Experience with a donor, Contractor, or international NGO managing an office or program.  
Fluency in written and oral Spanish. Working proficiency in written and oral English.  

Professional Expertise/Competencies Preferred: 
Guatemalan national  
Experience working in a complex, high-speed and challenging field operations environment.  
Experience working in Latin America.   
Experience with in-kind or cash grants to local organizations.  
Supervisory experience working with culturally and geographically diverse staff.  
Experience working on programs supporting political transitions or combatting democratic backsliding.
