Deputy Chief of Party - Ukraine STRONG 

DAI is recruiting candidates for an anticipated new USAID private sector project – currently called STRONG – which will serve as USAID/Ukraine’s flagship trade and competitiveness project from 2024 to 2029. The award, which is expected to range between $50-$100 million, will build on the work of the Competitive Economy Program (CEP), which is scheduled to end in October 2025, and will be a major component of USAID’s Economic Stability and Recovery Initiative (ESRI). The new award will work to foster a strong business enabling environment, provide support for competitive industries and firms, boost job creation, and increase exports. 

Responsibilities: 

The Deputy Chief of Party (DCOP) will work with the Chief of Party (COP) to manage program's implementation and oversee its performance and technical management. STRONG is expected to be a complex technical program, working with an array of private and public sector actors to improve the country’s competitiveness and support economic recovery efforts. The program is expected to deliver high volumes of technical assistance and an array of programming mechanisms (for example, grants) across its technical areas and in a number of key sectors and industries. The DCOP will ensure integrated technical programming and be responsible for overseeing multiple technical workstreams. The DCOP will assist with high-quality, timely and complete submission of work plans, performance reports, etc. S/he will maintain communication and momentum among and across teams, closely monitor progress of interventions, and work with the finance and operations team to ensure that proper operational support is in place for successful technical implementation. The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, and other donors; and ensure that the program delivers high quality technical assistance and deliverables.  

Qualifications:  

The candidate must have: 

Experience in successful implementation of international development activities and technical expertise related to one or more of the following areas: sector and industry competitiveness; business enabling environment; inclusive private sector development; trade facilitation, market access, and export promotion; investment mobilization; access to finance; small and medium enterprise (SMEs) development; and innovation and R&D.  

At least 5 years of supervisory experience on donor funded programs. 

Ability to plan, focus on details and priorities, and meet deadlines. 

Demonstrated ability to establish strong working relationships with public and private sector entities. Preferable experience working with key stakeholders, including the Government of Ukraine and counterpart Ministries (eg Ministry of Economy and others); private sector associations and business membership organizations; civil society organizations; and others. 

Excellent knowledge of written and spoken English. 

Fluency in Ukrainian. 

An advanced degree (master’s, PhD, JD). 

Ability to maintain physical presence inside Ukraine for 75% of working days, subject to USAID policies.
