Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party Technical (DCOP-Tech) position on an upcoming USAID-funded program in the Philippines.
Position Description/Summary:
Tetra Tech is preparing to respond to an upcoming USAID solicitation for a new multiyear activity to support the Government of the Philippines (GPH) in fulfilling the country’s water security goals. Specifically, the expected activity will seek to foster more resilient communities, ecosystems, and economy through a set of complimentary activities including: 1) improving water service providers’ performance for increased access to sustainable WASH services; 2) enhancing institutional processes for accelerating water security at sub-national level; and 3) strengthening national water sector institutions, governance, and financing strengthened to enable scaling of actions to increase water security.
Working under the direction of the Chief of Party, the DCOP-Tech will be responsible for designing, planning and managing execution of programmatic activities under all three objectives listed above. S/he will manage approximately five senior or mid-level technical staff responsible for day-to-day project execution and stakeholder engagement. A member of the project’s Senior Management Team, the DCOP-Tech will also coordinate and work closely with the Tetra Tech home office to prepare project deliverables. This is a full-time position based in Manila, Philippines.
Responsibilities:
* Ensure the achievement of the Activity’s three objectives through management and coordination of technical staff and processes;
* Oversee planning, coordination, and day to day implementation of technical activities in partnership with technical team members;
* Provide technical expertise and support annual activity work planning and adaptive management of the Activity* Oversee technical activities and ensure interventions align with targets as set in the monitoring, evaluation, and learning (MEL) plan;
* Serve as acting COP and point of contact for the client and home office in the COP’s absence;
* Ensure compliance with USAID rules and regulations;
Minimum Qualification Requirements:
* Master’s degree in civil engineering, climate sciences, water resource management, or other relevant fields;
* Minimum of 10 years of progressively responsible supervisory experience providing technical oversight to donor-funded projects in the water and water resources management sector in the Philippines or Southeast Asia;
* Significant prior experience working and managing water and water resources management capacity building and institutional strengthening programs in the Philippines;
* Expert knowledge of the Philippine water and water resources management sector including assessing climate readiness, understanding gaps and vulnerabilities, and improving operational performance;
* Experience leading donor-funded programs of relevant size and complexity; USAID experience a plus;
* Professional fluency in English and Filipino is required.
