Summary The incumbent serves as the Deputy Commander, DLA Aviation. The org is a national inventory control point (NICP) and 1 of 6 major DLA Major Secondary Commands (MSC), each being charged w/global mgmt of specialized and general acquisitions for the Military Services, other Federal agencies, and international orgs. The executive plays a vital role in managing the supply center operations and profoundly influences DLA and DoD-wide materiel management policy and related resource allocation decisions. Responsibilities Shares fully in all command responsibilities and is considered a high-level Agency executive who develops policy, integrates materiel management policies and programs with DLA and DoD policies and programs, develops and executes long-term strategic plans, and incorporates Defense Working Capital Fund financial planning and execution. Serves as the primary mission manager, advisor to the Commander, and technical authority on all matters pertaining to materiel management, requirements determination, procurement, technical services, quality assurance, and activity operations and support services. He or she is also responsible for developing and executing planned emergency support actions in accordance with DLA Contingency and Emergency plans. Directs the line functions assigned to the organization. To do so, he or she oversees approximately 4,200 civilian personnel, approximately 38 Army, Navy, Air Force, and Marine Corps members, and manages a unit cost budget of approximately 3.5 billion dollars to support thousands of weapons systems. Routinely reviews and evaluates operations, assessing program status, milestone reports, higher level program reviews, and Agency recommendations concerning operations. He/she scrutinizes programs to establish objectives, reassess goals and determine needs for changes in program orientation. Represents DLA Aviation in consultations with key Congressional officials, and high-level representatives of the Department of Defense (DoD), DLA, and the Military Services concerning the technical elements of materiel management and supply administration/procurement policies, legislation, and precedents, speaking with full command authority in all cases. Applies innovative organizational strategies and structures to materiel management to enhance operating force (customer) mission effectiveness and readiness; optimizes support to DLA Aviation's broad array of customers; develops solutions to major materiel management problems; and effectively manages the resources required to achieve DoD, DLA, and DLA Aviation objectives and organizational programs, which are managed by directors at the GS-15/military 06 levels. Directs strategic planning, programming, budgeting, marketing, and execution of the long-range supply management programs that shape organizational capability to respond to the changing missions and evolving environments that substantively affect DLA Aviation and DLA operations. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement addressing the Enterprise Perspective is not required. MANDATORY TECHNICAL QUALIFICATIONS (TQs) Applicants must address the TQs below separately to be considered. There is a one-page limit per TQ. TQs that do not match and address the specific qualifications as they are written below will not be considered. Demonstrated high level experience directing strategic planning, programming, budgeting, marketing, and execution of long-range supply management programs that shape organizational capability to respond to the changing missions and evolving environments. Ability to integrate materiel management policies and programs with DLA and DoD policies and programs, develop and execute long-term strategic plans, as well as financial planning and execution. Comprehensive knowledge of logistics and acquisition principles and management practices. Education Additional Information Veteran's preference does not apply to the SES. This is a Critical Acquisition Position (CAP) and requires an acquisition certification in the functional area of Contracting - Professional, Program Management - Advanced, or Life Cycle Logistics (LCL) - Advanced. Please attach certificate(s) that indicate(s) you meet the certification for this position. This is a Key Leadership Position (KLP) and selectees must have Contracting - Professional, Program Management - Advanced, or Life Cycle Logistics (LCL) - Advanced certification and meet all other KLP requirements prior to entering the position in accordance with Department of Defense Instruction (DoDI) 5000.66. The incumbent must be certified at the highest level of the applicable DAWIA functional area and possess ten (10) years of acquisition experience in an acquisition workforce position with at least four (4) years performed while assigned as a CAP. Any deviation from KLP requirements can only be waived by the Service or Component Acquisition Executive as authorized by policy.
