Position Objective:
This position is responsible for overseeing all regulatory training and compliance for all Maintenance of Way crafts (including Track & Structures, C&S, Power, and Welding). Additionally, this position will be responsible for leading and managing all training curriculums and initiatives for the Power Department and C&S Department. The Deputy Director, Maintenance of Way - Regulatory Training will serve as the primary relationship manager with Maintenance of Way/Engineering Department senior management regarding all issues concerning training and recertification of trainee and incumbent Maintenance of Way employees, and other employees as required. Oversees leadership of Maintenance of Way Training teams (specifically Power and C&S) to ensure effective management, including day-to-day team and program management, analysis of performance issues (including safety-critical issues), identification and implementation of training and non-training solutions, and coaching and development of Training Officers. Collaborates with Program Development leadership to ensure effective and timely analysis of training needs arising from regulatory requirements, new equipment or procedures, performance problems , and safety initiatives, as well as the development of technical and non-technical training programs and materials. Balances conflicting priorities across programs and with other Training Department senior managers to achieve training and organizational objectives. Leads policy development and needs assessment for the Maintenance of Way Training team. Collaborate with other senior leadership in the Department to plan and implement joint training initiatives, recommend and implement improvements to department-wide policies and practices, ensure effective support to program development initiatives, and address logistical and resource issues. Participates in the assessment of departmental and organizational needs, and establishment of plans to address those needs.
Responsibilities:
Maintenance of Way Regulatory (243 & 246) Training scheduling, implementation, and oversight:
+ Set training schedule and ensure proper training coverage for all M of W training teams.
+ Communicate regulatory schedule and needs to client departments (create and maintain a 3-day block schedule including new Train Approach Warning qualification).
+ Ensure regulatory training is compliant with all CFRs and ensure client department needs are met consistently .
+ Ensure Maintenance of Way Training goals and objectives align with organizational structures and staffing needs.
Lead maintenance of Way Training; specifically, power and C&S Training:
+ Oversee all Maintenance of Way Training for the Power Department and C&S Department.
+ Maintain a strong alignment between the Maintenance of Way Department and the Maintenance of Way Training unit by working with senior leadership of the Maintenance of Way Department, Training Department, and supporting departments to prioritize needs and address issues.
Leadership and Staff Development:
+ Lead, motivate, and develop staff, ensuring that direct reports do the same for their own teams.
+ Promote a culture of continuous improvement and innovation within the department.
+ Keeps current with industry-leading training trends and operational trends through participation in MNR meetings, benchmarking, external partnerships , and industry affiliations.
Operational Efficiency:
+ Ensure smooth and efficient operation of MNR training programs through effective management of digital assets and support functions.
+ Develop and implement strategies for enhancing training effectiveness and operational performance.
Strategic Planning:
+ Contribute to the strategic planning process for the Operations Training department.
+ Identify and implement innovative solutions to improve training outcomes and operational efficiency.

The following is/are preferred:
+ Experience working in, leading, and/or instructing multiple Maintenance of Way crafts.
+ MNR Physical Characteristics and book of rules qualified.

Required Education and Experience:
+ Bachelor’s degree in Liberal Arts, Education, Transportation, Engineering, or a related field. Demonstrated equivalent experience, education, and/or technical credentials to include an additional four years of related experience may be considered in lieu of a degree.
+ Minimum of five (5) years of experience developing or delivering training .
+ Minimum of three (3) years of experience in a Maintenance of Way craft.
+ Minimum of six (6) years of supervisory experience managing people, preferably a large, dynamic team.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
