Deputy Director
Job Description The Technical Resources Department (TRD) provides essential and specialized services that support the maintenance and operation of NYCHAs developments. TRD also serves as NYCHAs resource for applied sciences, skilled trades craftsmanship, and building and mechanical systems. TRD has experts that provide technical assistance for routine and emergency situations citywide, providing support utilizing skilled trades staff such as electrical, plumbing, carpentry, masonry, roofing, and grounds. TRD also manages and oversees various initiatives for community center HVAC systems, back flow device prevention testing and repairs, installation of alternate voltage systems for elevator operations, LL152 gas piping inspections, quality assurance roof inspections and general construction and planning support for a variety of executive led programs and initiatives which directly enhance Resident outdoor living spaces. Reporting to the Director of the Technical Resource Department, the successful candidate will be responsible for the supervision and administrative support of the below technical units - Technical Resource Advisor’s Unit which includes management of Roofers, Carpenters, Bricklayers, and a variety of Central Shops Support Staff. - Electrical Unit responsible for major projects and initiatives supporting the Elevator Department and NYCHA citywide. - Plumbing Unit responsible for major plumbing emergencies affecting building water mains, sewer lines and drainage throughout NYCHA. Overall responsibilities include but are not limited to the following: 1. Represent the Director at meetings and events as needed. 2. Monitor and review all areas of operations to ensure compliance with Housing Authority policies. 3. Establish and maintain performance parameters for each unit. 4. Compile and analyze various reports for review by the Director. 5. Monitor contract budgets and capacity; ensure timely request for replacement contracts. 6. Assist in forecasting operating expenditures. 7. Oversee field operations, contractor site safety compliance and review of inspection records. 8. Provide training and guidance to staff; review statistical reports; make recommendations for improving operations. 9. Initiate meetings with other agencies; create detailed written correspondence. 10. Manage and review vehicle usage and records. 11. Administrative support to all TRD Units to include monitoring Maximo tracking reports, overtime requests, department organization and structure, related human resources task, and overall project coordination for all skilled trades. Note: This position requires working at Central Office location as well field work and site visits. Candidate may be required to work before or after normal working hours and some weekends. This position requires possession of a motor vehicle driver's license valid in the State of New York. This license must be maintained for duration of employment. A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or 2. Education and/or experience which is equivalent to "1" above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.
