Responsibilities Supervise, train, mentor, and provide administrative and technical supervision to a large and multi-faceted staff. Establish policies, regulations, procedures, etc. to accomplish organizational objectives. Establish and enhance working relationships and alliances within the District organizational structure as well as with others outside of the District office. Develop and implement strategies which maximize employee potential and foster high ethical standards in meeting the BLM's vision, mission, and goals. Set short- and long-term priorities to accomplish work and administer a variety of management programs, including establishing goals for subordinate supervisors to accomplish management objectives. Carry out acquisition and administration of human, financial, material, and information resources necessary for the operation of a District. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity performing the following duties: (1) Directly supervise staff to ensure land and natural resource management programs under their direct control operate smoothly; (2) Analyze and evaluate workload capabilities against needs to create a balanced and robust set of land and natural resource programs; (3) Oversee land and natural resource program planning and budgeting systems to ensure resources and work plans accomplish day-to-day work or meet Annual Work Plan (AWP) targets; (4) Identify and analyze emerging topics to recognize sensitive or controversial issues in their initial stages to bring about viable solutions for resolution; and (5) Communicate orally and in writing to develop and deliver presentations, briefing packages, or similar presentation materials, requiring extensive analytical input. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement.
