The Montana State Auditor’s Office, Commissioner of Securities and Insurance (CSI) is responsible for enforcing and administering the Montana Insurance Code, Title 33, MCA, and its associated rules. Title 33 governs certain insurance transactions by insurance companies and producers as well as adjusters, consultants, administrators, risk retention groups, captive insurers, pharmacy benefit managers, purchasing groups, and title insurance companies operating in Montana. The primary purpose of the CSI is to protect the public and consumers. The Deputy Insurance Commissioner plays a critical role in supporting the Commissioner in regulating the insurance industry within the state. The Deputy Insurance Commissioner is entrusted with considerable responsibilities, including steering strategic initiatives, ensuring compliance with applicable laws and regulations, and overseeing substantial operations of the CSI, including Rates, Examinations, Producer Licensing, Market Conduct, Forms, Investigations, and Insurance Consumer Services. The Deputy Insurance Commissioner represents the agency at various public and insurance functions. This is an exempt position and will report directly to the Deputy State Auditor. Under Montana Code Annotated Sections 2-18-104, as defined in 2-18-101(21), this position will be subject to appointment by the Commissioner of Securities and Insurance and is not subject to Montana State competitive hiring processes. Personal appointed staff serve at the discretion of the Commissioner of Securities and Insurance. *Bureau Management* * Implement, promote, and maintain the Commissioner's goals and objectives as communicated and defined in the strategic plan and other applicable documents. * Supervise and mentor division staff growth, development, and training; effectively recruit and retain a talented team of staff at varying levels of seniority. * Support the Commissioner in developing the division’s budget; analyze and project program needs, appropriations, and expenditures. * Advise and represent the Commissioner on matters related to the division. * Recommend corrective actions, including legal action toward companies and persons believed to be out of compliance with state law. *CSI Leadership* * Advocate for consumer rights by ensuring insurers and other regulated entities comply with insurance laws and regulations. * Oversee the financial solvency of insurance companies through regular financial examinations and audits. * Respond to emerging issues within the insurance market, including natural disasters, economic downturns, or regulatory challenges. * Assume a leadership role in the legislative process; provide guidance on legislative proposals and their regulatory implications. * Lead insurance industry interaction with insurance company representatives, producers, adjusters, consultants, and their representatives. * Facilitate review and analysis of advisory memorandums and information bulletins. * Oversee insurance and consumer initiatives to ensure a healthy and competitive market; analyze industry trends and recommend changes to regulations if needed. * Serve as a key point of contact with NAIC, PCIIA, IIABA, AIA, and other industry associations; coordinate with other state and federal agencies to address complex regulatory issues. * Maintain the highest standards of professional and ethical conduct. * Perform additional duties as required. Supervision: This position reports to the Deputy State Auditor. This position provides direct supervision to 4 supervisory bureau chiefs and indirectly supervises a staff of 31. MinimumQualifications(EducationandExperience) Requires a bachelor’s degree in business, public administration, economics, law, or a related field. Six years of progressive management experience that includes supervision of other managers and 6-8 years of insurance industry or regulatory experience or a combination of equivalent experience. Legislative experience is a plus. MinimumQualifications(Knowledge,Skills,andAbilities) This position requires: · Advanced knowledge of general management concepts, including planning, organizing, and leading. · The ability to supervise, direct, and motivate the work of the CSI by providing clear plans, directions, and training. · An understanding of the overall mission of the division and the role that each bureau plays within that mission. · Knowledge of all lines of insurance, insurance company operations, and insurance law. · Exercising sound judgment and working effectively under time constraints. · Theability to interpret and communicate insurance laws and regulations to the public, industry, and employees consistently and in a manner that promotes understanding. · Excellent verbal and written communication skills, with the ability to comfortably and confidently speak and present to large consumer and industry audiences. · Knowledge of the legislative process in Montana and experience in managing political situations and issues that require proactive and appropriate consultation with legislators and other key stakeholders. · The ability to deal with irritated persons while remaining professional. · Skill in establishing and maintaining effective working relationships with other agencies, employees, the industry, consumer advocacy groups, and the public in such a manner as to generate respect for the position by exhibiting responsiveness, credibility, confidence, tact, cooperation, and sensitivity. · The ability to deal with and preserve confidential and sensitive material with discretion and integrity. · The ability to determine when an issue becomes one of public policy. **Title:** *Deputy Insurance Commissioner* **Location:** *Helena* **Requisition ID:** *25140017*
