Deputy Program Manager, TRICARE Overseas Program

Leidos is looking for a Deputy Program Manager (DPM) to serve on the TRICARE Overseas Program (TOP). The TOP team provides essential support to active-duty military members and their families. This position offers the chance to make a real impact and contribute to a mission that matters. As DPM, you will be responsible for administrative management of the Beneficiary Services Representatives (BSRs) located in Japan, Korea, and Guam. This position will report to the Program Manager (PM).

Position is based in Japan or Korea with potential to work remotely, with some travel (0-25%).

In this role, you will work in Japan/Korea business hours, and across other time zones as needed.

Primary Responsibilities:

Administrative management of TRICARE BSRs (currently 29 but can fluctuate) located in the Pacific Region focusing on but not limited to time-charging management, performance management, HR-related issues/activities, performance reviews, onboarding activities specific to the various sites, and coordinating coverage for planned/unplanned absences.

Shares BSR management responsibility with Prime Contractor Country Relationship Leads who will be responsible for the day-to-day operational management for BSRs.

Approves time off requests, manages and plans BSR coverage to accommodate vacancies, leave requests, and call outs ensuring on-site coverage as required.

Communicates BSR coverage plans and staffing status for vacant positions to the Prime Contractor.

Manages performance expectations and feedback from site personnel and Prime Contractor.

Conducts mid-year reviews and annual performance evaluations.

Serves as the hiring manager for BSR staff, conducts interviews, and makes hiring determinations.

Contributes to reports/deliverables, and tracks metrics or other information.

Identifies opportunities for improvement and collaborates with the TOP management to determine if the improvements can be implemented.

Works closely with TOP management to escalate human resources, contracts, and legal issues within Leidos as required.

Completes all responsibilities and duties in accordance with the Health Insurance Portability and Accountability Act (HIPAA) guidelines to include proper handling of Protected Health Information (PHI).

Completes on a timely basis and complies with all required customer HIPAA, Leidos, and other training.

Responsible for drafting and ensuring adherence to SOPs, job aids, and ad hoc reports as needed.

Processes, documents, routes, and tracks all immigration and security requirements for all personnel in the PAC theatre.

Other duties as assigned.

Position based in Japan or Korea with potential to work remotely, with some travel (0-25%).

Must work in Japan/Korea business hours.

Must work across other time zones as needed.

Basic Qualifications:

Minimum 3 years supervisory experience of at least 5 direct reports or more.

Bachelor’s degree and 2+ years’ experience working on a government contract, or 4-6 years’ experience in lieu of degree.

U.S. Citizenship

Knowledge of TRICARE Overseas Program.

Proficient with Microsoft Office (Word, Excel, PowerPoint, Visio and Outlook).

Knowledge in project management methodology, PMP preferred.

Possess or ability to obtain and maintain an ADP III/IT III Non-Sensitive Position, Tier 1 investigation.

Fluent in English.

Excellent written and oral communications skills.

Detail-oriented with excellent organizational and time management skills.

Experience with successful planning and organization of complex tasks.

Ability to work independently in a high volume, fast-paced environment with changing priorities and deadlines.

Pay Range:Pay Range $57,850.00 - $104,575.00
