Deputy Program Manager

Overview:

The FASTC DPM will assist the FASTC PM managing the Contractor processes that enable performance under the contract and subordinate task orders. The DPM will report directly to the PM, and coordinate with the CO, COR, and GTMs when as assigned by PM to do so. DPM will function as the principal interface between the PM (who is located at gov’t site) and the Contractor/PMO (located at Contractor site). Place of performance will be at Contractor/PMO site with visits to SA-11, SA-7, and other USG facilities as needed.

This position is contingent upon contract award. 

Primary Responsibilities: Serve as back-up focal point for all Contractor functions that pertain to performance under the FASTC contract and subordinate task orders.  DPM will act on behalf of the PM during PM absences.  Maintain weekly employee FASTC roster and status report to track filled CLINS, new hires, vacancies, resignations, terminations, CLIN changes, PSC conversions.  Coordinate direct company billing for unit travel needs across domestic and international, in addition to miscellaneous contract expenses.  Organize and produce contract deliverable documents for pm review and submission.  Plan, coordinate, and oversee professional development training as required for contract personnel.  Support PM in new policy development and implementation.  Coordinate Human Resource (HR) issues and incidents, ensuring company responsiveness to requests for leave, pay issues other HR support needs of contract personnel.  Coordinate recruiting needs, coordinate and/or conduct pre-screen interviews for initial candidate selections.  Coordinate with security to meet all contract security clearance requirements.  Perform contract data analytics to detect trends and collect more accurate appraisals of various issues.  Proactively communicate and collaborate with Department of State (DoS) and all Contractor employees to analyze needs for information and analysis on an ongoing basis.  Work with DPM on corporate budgeting and contract reporting requirements.  Ensure compliance with company policies, procedures, and practices. Supervisory Responsibilities:

Provide daily updates to Program Manager, Client and subordinates to ensure all tasks are completed in the allotted timeframe. May perform as Program Manager in his/her absence.

Education and/or Experience: U.S. Citizen.  Bachelor’s degree minimum. Master’s degree preferred.  Recent (5 years or less) relevant experience working with FASTC.  Must have at least 10 years of professional experience.  Must have at least 3 years of experience supporting government programs/contracts.  At least one-year prior experience as a DPM or as a management analyst supporting a government program/contract.  Demonstrated experience coordinating HR and/or recruiting needs. Knowledge, Skills, and Abilities: Ability to conduct all the responsibilities listed above and demonstrated communication and coordination skills.  Demonstrated experience in planning, evaluating, analyzing, and implementing government contract requirements.  Demonstrated excellent organizational and coordination skills.  Excellent Microsoft Word, Excel, and SharePoint skills.  Ability to function effectively in complex situations with multiple stakeholders. Security Clearance: SECRET Level Required, with ability to obtain TOP SECRET  Must have a current United States Government SECRET Personnel Security Clearance and be able to successfully complete a U.S. government administered Investigation for a higher level of access at the TOP SECRET level. Must be a U.S. Citizen.  Must be able to maintain required Security Clearance/access approvals.  Physical Demands:
