Deputy Team Lead, USAID/BHA Market-Based Approaches
for Sustainable Livelihoods in Mozambique’s Cabo Delgado Province
Project Overview
The
goal of the USAID/BHA Market-Based Approaches for Sustainable Livelihoods in
Mozambique’s Cabo Delgado Province Activity is to transition households of IDPs
and returnees in Cabo Delgado from food assistance to sustainable livelihoods. The project will partner with private sector companies, already active in
Cabo Delgado, to integrate IDPs and returnees into productive value chains,
including cashew. The project will support the deployment of key agricultural
technologies and social cash transfers to IDPs and host communities to improve
livelihoods, using market-based approaches.

Purpose of Position
Palladium
seeks a Deputy Team Lead who will provide technical oversight on
activities, manage work plans and flow of activities and coordinate monitoring,
evaluation and learning deliverables. This position will involve supervising
staff across various technical areas (Agriculture and Economic Recovery and
Market Systems) as well as overseeing administrative staff. The Deputy Team
Lead will also manage relationships with sub-partners and ensure compliance
with USAID/BHA. This is a full-time position based in Pemba with travel as
needed.
Duration: The Activity is projected for 3 years (October 1, 2024, to
September 30, 2027)

Responsibilities
Support the Team Lead with management and of technical aspects of the project, including planning, implementation, project results and deliverables, in accordance with the project work plan; ensure clarity over plans and priorities and encourage effective teamwork across the project team.Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with BHA’s annual planning cycles.Assist the Team Lead in building and maintaining productive working relationships with BHA, project partners, key stakeholders, and security entities while ensuring compliance with USAID requirements, U.S. government regulations, and Palladium’s policies and procedures.Oversee the development of at least 6 large partnerships with private sector companies in Cabo Delgado, focusing on economic recovery and market systems (ERMS).Assist the Private Sector Engagement Specialist in managing these partnerships and monitoring impacts.Manage consortium partnerships and maintain collaborative partner relations, ensuring that all partners are aware of the project’s expectations and are actively involved in achieving the objectives.Coordinate and oversee the preparation of project deliverables, including annual work-plans, quarterly and annual reports, final project report and project activity updates, and other project-related communication and reporting materials in accordance with BHA deadlines and branding guidelines.Oversee the economic recovery and market systems (ERMS) sector interventions and be responsible for gender and social inclusion.Provide security oversight, coordinating with local authorities and security personnel to ensure the safety of staff and security of assets.Supervise a team of technical staff and ensure clear roles and responsibilities and lines of communication are maintained among the team members. Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.
Requirements
An advanced degree in international development, agriculture, political science, public or business administration, or a related social science field is preferred.Minimum 8 years of work experience with complex, high-speed, and challenging field operations in Mozambique.Demonstrated record of leading complex donor-funded programs focused on stabilization in conflict and post-conflict environments, experience in economic growth, market systems - or livelihoods-related programs, preferably on Mozambique-facing projects. USAID experience required; BHA preferred.Extensive project management leadership experience, including human resources, procurement, subcontracts, accounting/finance, as well as monitoring, evaluating, and learning, documenting project performance, evaluating subcontractor and grantee activities, and providing overall direction.Proven track record managing multi-disciplinary development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and addressing gender equality and social inclusion.Experience partnering with private sector companies to achieve development impact.Ability to communicate clearly and concisely both orally and in writing.Mozambican nationality or permanent residency required.Fluency in written and oral English required.Demonstrated leadership, versatility, and integrity.Portuguese language proficiency is required.Equity, Diversity & Inclusion - Palladium is committed to embedding equity, diversity, and inclusion into everything we do.
