**Position Summary:**
Reports to the Warden at Bay Correctional Facility in Panama City, FL. Directly supervises the chief of security, training lieutenant, maintenance manager, mailroom supervisor, disciplinary hearing officer, fire and safety manager and operations clerk. Responsible for overall management of security, training, maintenance, unit management and grievance functions in compliance with American Correctional Association (ACA) standards, Management & Training Corporation (MTC), and Florida Department of Corrections (FDOC) directives.
**Essential Functions:**
+ Plan, coordinate and manage the administrative and programmatic activities of the security department.
+ Oversee staff training and evaluate staff training plans.
+ Evaluate staff performance and implement organizational and personnel changes as approved by the warden and coordinated with the human resources manager prior to implementation.
+ Develop departmental budgets; monitor and control expenditures. Review and recommend changes to budget authorizations.
+ Develop and implement new and revised policies and procedures affecting security, grievance, maintenance, mailroom, fire and safety, inmate disciplinary, and training.
+ Coordinate with other departments to ensure compliance with overall facility objectives.
+ Direct procedures and practices relating to the training and counseling of inmates and security staff; maintain constant vigilance of employees and inmates through staff assignments to insure that policies, rules and regulations are being adhered to and that none are violated.
+ Oversee the preparation of work assignments and other related reports on inmates for the classification committee and the permanent record of inmates showing progress and estimating rehabilitative prospects.
+ Monitor staff selection process of potential employees to ensure adherence to all applicable laws, MTC and state regulations, and select qualified applicants to fill vacancies as needed.
+ Oversee maintenance functions, ensuring the facility is well-maintained and operational.
+ Monitor the direction of grievance and disciplinary procedures for inmates.
+ Oversee laundry operations.
+ Requires long periods of standing, walking, and climbing stairs.
+ Regular and predictable attendance is required.
+ Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed. Provide regular feedback to staff regarding social skills procedures and intervention techniques.
+ Maintain accountability of staff, inmates and property; adhere to safety practices.
+ It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
**Education and Experience Requirements:**
+ Bachelor's degree in correctional management, criminal justice, public/business administration, education, counseling or other related field. Directly related experience may be considered in lieu of formal education requirements if approved by the senior vice president, corrections.
+ Seven (7) years correctional experience required, five (5) of which must be in a managerial capacity.
+ Excellent verbal and written communication skills and computer proficiency are also required.
+ Valid driver's license with an acceptable driving record required, unless waived by management.
