Koniag Emerging Technologies LLC is seeking a Design, Monitoring, and Evaluation Specialist Level 2 to support the design, monitoring, and evaluation of projects and programs within the Bureau of International Narcotics and Law Enforcement Affairs (INL). The Design, Monitoring, and Evaluation Specialist Level 2 plays a crucial role in supporting the design, monitoring, and evaluation of projects and programs within the Bureau of International Narcotics and Law Enforcement Affairs (INL). The successful candidate should have strong technical and analytical skills, experience in program monitoring and evaluation, and the ability to effectively communicate and collaborate with various stakeholders. **Essential Functions, Responsibilities & Duties may include, but are not limited to:** The Designs, Monitoring and Evaluation Specialist Level II will be responsible for the following duties and responsibilities: **Project and Program Design (40%):** + Advise program managers and implementing partners on the application of INL design standards for projects and programs, including writing goal and objective statements, developing valid indicators, and contributing to design documents like change maps, theories of change, and performance monitoring plans. + Utilize data and provide analysis to inform design choices, such as lessons learned from previous projects or contextual data for root cause analysis. + Ensure the use of high-quality indicators and inclusion of appropriate INL standard indicators in project and program monitoring plans. + Assist program managers in reviewing and updating project and program monitoring plans periodically. **Data Management (30%):** + Work closely with INL/KM social and data scientists to enroll appropriate projects in INL's performance monitoring database. + Maintain projects in the database, ensuring indicator targets are updated and implementing partners submit results data and performance reports quarterly. + Provide feedback to INL/KM on the user experience with the monitoring platform and suggestions for improvement. + Work with program managers, officers, and implementing partners to ensure baseline data is collected at the start of all projects and set targets when applicable. + Conduct, in coordination with program managers and officers, data verification activities for ongoing projects, including site visits. **Data Collection and Reporting (10%):** + Develop and review data collection tools. + Collect and report data from publicly available or government sources, as needed for effective project and program management. + Data Analysis, Visualization, and Data-Driven Learning (20%): + Analyze project and program monitoring data for decision-making purposes. + Create knowledge products such as dashboards, reports, presentations, memoranda, and infographics to help decision-makers understand project and program performance. + Share and report data as requested to program managers and leadership. + Other duties as assigned **Requirements:** **Education:** + Master's degree from an accredited institution in the area of social science, program development, monitoring and evaluation, international security studies, international development, international studies, international affairs, political science, business administration, or a related field. **Work Experience, Knowledge, Skills & Abilities:** + Two to four years of experience in a relevant field. + Demonstrative experience serving in a role such as monitoring and evaluating a team for an implementing agency or donor agency, or in an organization that specializes in program monitoring and evaluation. + Demonstrated experience collecting and reporting quantitative monitoring data. + Demonstrated experience collecting and reporting qualitative monitoring data. + Demonstrated experience designing foreign assistance programs and monitoring plans. + Proficiency in Excel, Google Sheets, or related software. + Demonstrated ability to design analytic visual reports in PowerBI, Tableau, or related software. + Demonstrated ability to develop valid, collectible indicators to monitor project and program outcomes. + Strong written and verbal communication skills to interact with INL program teams, INL program leadership, government partners, and implementing partners. + Demonstrated ability to explain technical concepts to non-technical audiences. + The successful candidate should have strong technical and analytical skills, experience in program monitoring and evaluation, and the ability to effectively communicate and collaborate with various stakeholders. **Preferred qualifications:** + Demonstrated experience conducting monitoring and evaluation activities in one or more developing countries. + Demonstrated experience working at the U.S. Department of State or other federal agency. **Working Environment & Conditions** This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
