The Department of Administrative Services (DAS), General Services Enterprise (GSE) is seeking an experienced and dynamic leader to serve as the B ureau Chief of the Design and Construction Resources Bureau . This role is an excellent opportunity for a construction professional with strong leadership, supervisory, and building code expertise to make a statewide impact by overseeing major construction initiatives. As Bureau Chief , you will lead and manage a team of professionals r esponsible for delivering high-quality construction and design services for state agencies, both on and off the Capitol Complex. You will drive operational excellence, ensure compliance with industry best practices, and foster a collaborative, results-driven work environment. Key Responsibilities: + Lead and Supervise: Provide direct oversight and mentorship to a team, ensuring alignment with project goals and organizational priorities. + Oversee Construction Projects: Manage large-scale, multi-agency construction and design initiatives, ensuring compliance with state and national building codes while upholding the highest standards of quality, efficiency, and fiscal responsibility. + Strategic Leadership: Serve as a key member of the GSE Leadership Team, collaborating across business units to drive strategic initiatives and operational improvements. + Performance and Talent Management: Develop team members through performance evaluations, coaching, and professional development while managing personnel matters, including hiring, disciplinary actions, and workforce planning. + Innovation & Data-Driven Decision Making: Utilize data analytics and emerging technologies to enhance construction project outcomes, improve efficiencies, and support informed decision-making. + Stakeholder & Vendor Relations: Build and maintain effective partnerships with agencies, contractors, union representatives, and industry professionals to ensure seamless project execution and alignment with state objectives. + Budget and Contract Oversight: Manage funding, contracts, and vendor agreements, ensuring compliance with financial and regulatory standards while optimizing resources. The ideal candidate will have: 6+ years of supervisory experience, leading teams in construction, engineering, or project management. A strong understanding of building codes, compliance, and construction best practices . Proven experience managing large-scale projects with multiple stakeholders. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 4) All of the following (a, b, and c): a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience.
