This position is essential to the engineering design and construction management for large scale municipal infrastructure and capital improvement projects (CIP). The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses and visitors, including the City’s Storm Water System, Street Network and Waste Management and Recycling Systems. The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained. Essential Functions Essential functions include but are not limited to: + Serves as an Assistant Storm Water Engineer, providing technical expertise and coordination of both Capital and Operational/Maintenance projects. + Offers leadership to engineering, project management, site plan review, construction inspection, GIS and miss utility marking staff. Coaches staff members, assigns duties and priorities, manages schedules, and completes performance reviews. + Manages and tracks the Capital Improvement Project (CIP) budget. Develops CIP budget requests. Plans long range project execution. Grants management may also be required. + Manages projects by scheduling meetings, coordinating with stakeholders, providing technical reviews of plans and specifications, maintaining project status reports, managing budgets, negotiating contract modifications, conducting field investigations, planning schedules, documenting inspections, and processing payments. + Coordinates project scope, needs, and requirements with both internal and external stakeholders through meetings, discussions, the media, or other outreach venues. + Manages the administration of contracts associated with engineering and environmental projects by developing contract specifications, negotiating contract terms, amending contracts, developing and reviewing cost estimates, reviewing and approving invoices, and ensuring schedules are met. + Manages the preparation of construction drawings and specifications to ensure projects are completed on schedule, within budget, and to the highest degree of quality with available resources. + Serves on committees and provides technical expertise associated with flood reduction and water quality improvement. + Provides technical support to Operational and Environmental staff. + Supervises and participates in the investigation/evaluation of problems in the field and determines the most cost-effective engineering solution. + Represents the division in meetings with architectural & engineering firms, consultants, contractors, civic leagues, elected officials, federal and state regulators, and the public, as well as with departmental and other City employees. May also be required to represent the City on regional planning committees. + Must be able to accurately read and interpret legal contracts, regulations, permits, ordinances, specifications, design plans, engineering reports, computations, and construction drawings. + Must be able to effectively communicate, both orally and in writing with an array of individuals ranging from professional, management level staff to field crews; and can quickly and accurately give and receive instructions. + Must be able to function in an office environment: sitting, walking, standing, talking, writing, reading, and using office equipment. + Must also be able to function in the field by walking or driving to various types of sites to perform analyses, or project management functions. Must be able to stand on rough terrain for extended periods, climb up and down ladders and stairways, bend/stoop to inspect processes or materials, and work in confined spaces. + Requires full use of the senses of hearing and sight to avoid equipment, traffic, open excavations or other hazardous conditions. Education/Experience Work requires specialized knowledge in a professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Over five years experience in engineering, architect or construction. Two years experience in the lead role in managing the design and /or construction of a large, complex construction project. Requires in-depth knowledge of civil engineering. Additional Preferred Education/Experience: Bachelor’s degree in civil or environmental engineering; Master’s degree is preferred. Preferred candidate will have a professional licensure. Additional Information & Requirements Must possess a valid Driver’s License. Work Hours: Monday – Friday 7:00 am to 3:30 pm; 40 hours per week every week; This position may require the candidate to respond to after-hour emergencies.
