Developmental Contract Specialist, NF-03

Responsibilities In a developmental capacity, receives training and close supervision in the performance of duties and responsibilities as set forth in the position guide for Contract Specialist, NF-4 PD 18909. Gradually assumes more responsibility and learns to perform the full scope of the duties required of the position. Completes a prescribed agenda of formal/informal classroom and on-the-job training and self-development as set forth in the individual Training Development Plan. Non-competitive promotion of the incumbent of this position may be effected after one year of satisfactory performance to Contract Specialist, NF-04 (PD18909) The target position description must be classifiable to its present title, pay plan, series, and pay band level at the time the incumbent is performing the full scope of the major duties under the proper level of supervision. The incumbent will be responsible for drafting, reviewing, and editing acquisition documents as well as leading the execution of milestones associated with the procurement of materials, equipment, and services under the Army Nonappropriated Fund Contracting simplified acquisition threshold. Implements market research principles and price/value analysis to facilitate viable acquisitions that best fulfills the customer's requirements taking into consideration appropriate evaluation factors. Assists the Contracting Officer with helping the customer develop and complete comprehensive market research that identifies potential sources in anticipation of requirements, analyzing the requirement, recommends revisions to the statements of work or specifications as necessary to promote maximum competition. Evaluates offers for responsiveness, price reasonableness, and responsibility; drafts justifications for decisions for Contracting officer's review and approval. Assists the Contracting Officer with negotiations and administration of the contract file. Responsible for preparation, completion, and accuracy of the procurement documents (Blanket Purchase Agreements, Delivery Orders, Purchase Orders, and Revenue-generating Concessionaires) to include finalization of a signed contract/agreement and compliance of performance. Will perform contract modifications as needed; maintain complete contract files, such as insurance and training certificates, wage and hour determinations issued by the Department of Labor; Information Technology compliance with HQDA and IMCOM; and perform file administration through closeout - obtaining contract performance records, delivery confirmation, and payment confirmation. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Minimum Qualifications: Demonstrated experience in a customer service environment which provided a general understanding of the principles and concepts of contracting; or experience of at least one year in commercial or government purchasing, purchase card holder, or Contracting Officer Representative (COR) duties. Must have a demonstrated knowledge of market research methods and demonstrated proficiency in Microsoft Word, Excel, and other software. Ability to communicate clearly and effectively. Experience must be demonstrated in your resume.
