The State of Connecticut (https://portal.ct.gov/) , Department of Developmental Services (DDS (https://portal.ct.gov/dds) ) seeks a talented and qualified individual for the position of DS Investigator (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=6434SH&R1=&R3=) , in DDS Central Office, in the Division of Investigations, to be based in East Hartford. The incumbent will be the liaison for allegations of abuse/neglect within the DDS North Region.
As a Developmental Services Investigator for the current posting based in East Hartford, you will:
+ Be the regional Liaison for the DDS North Region Human Rights Committee.
+ Be the regional Liaison and contact person for Abuse/Neglect allegations, investigations and protective service plans for the DDS North Region for all DDS staff, DDS funded qualified provider staff, families, legal guardians and other state agencies.
+ Collaborate with DDS managers, staff, and external collaborators to facilitate coordinated efforts, provide updates through DDS databases, and maintain accurate case records.
+ Ensure strict compliance with all relevant laws, regulations, and policies, and testify at hearings and court proceedings when required to present findings and support resolutions.
+ Interview individuals, staff, and other relevant parties to gather critical information and review and analyze all pertinent documentation and evidence to develop a clear understanding of each case.
+ Prepare detailed reports that include findings, conclusions, and actionable recommendations to address identified issues.
+ Conduct comprehensive fact findings and investigations as required in accordance with DDS procedures, ensuring thorough evaluation of allegations and compliance with established guidelines
Schedule:
+ Full-time, 40-hour-per-week position.
+ First shift schedule: Monday through Friday, 8:30 a.m. to 5:00 p.m.
+ Flexibility required to meet agency needs beyond standard hours.
+ Statewide travel may be expected.
+ Must hold a valid driver’s license.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Developmental Services this class is accountable for conducting detailed investigations of allegations of abuse and neglect of persons with an intellectual disability and individuals within the autism spectrum who are receiving services funded by the Department of Social Services (DSS) as specified in applicable Conn. Gen. Stat.
EXAMPLES OF DUTIES
+ Conducts detailed investigations of allegations of abuse and neglect of persons with an intellectual disability and individuals within the autism spectrum who are receiving services funded by DSS, both living and deceased, in a variety of settings including but not limited to public and private programs, natural family homes and self-hired staffing arrangements;
+ Determines need for emergency and long term protective service needs;
+ Initiates provision of and monitors protective services by state and private agencies;
+ Interviews alleged victims, perpetrators, service providers, witnesses, etc.;
+ Works cooperatively with State and local police, State's Attorneys and other protective services organizations;
+ Provides testimony at various legal and Human Resources hearings as required;
+ Provides information and referral services;
+ Maintains appropriate records and documentation;
+ Prepares comprehensive investigative reports;
+ Prepares correspondence;
+ May make public information presentations;
+ May provide formal training for state and private service providers;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Knowledge of
+ statutes, policies and procedures governing care and treatment of persons with an intellectual disability;
+ problems and needs of persons with an intellectual disability;
+ investigation techniques and methods;
+ various types of residential placement facilities and community training centers for persons with an intellectual disability;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in a professional capacity with an organization, agency or educational institution which provides for case management, residential, vocational, educational, advocacy, habilitation or rehabilitation services to persons with an intellectual disability or individuals within the autism spectrum.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in a human services field, criminal justice, public administration, public health, rehabilitative services, special education, social work or a closely related field may be substituted for one (1) additional year of the General Experience.
+ Law enforcement experience may be substituted for the General Experience on a year for year basis for a maximum of six (6) additional years.
+ Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
+ Knowledge of the DDS abuse/neglect investigation procedures.
+ Experience with the DDS investigation process for abuse/neglect allegations of individuals with ID or that receive services through the Department of Social Services Division of Autism Services.
+ Knowledge of the DDS Human Rights Committee procedure and process.
+ Proficiency with Microsoft Office, Teams and other DDS Databases.
+ Knowledge of the DDS incident management procedure.
+ Ability to author memos, letters and other correspondence with DDS managers/staff and with Executive Directors/staff of qualified DDS private providers regarding investigations and critical incident reports.
+ Ability to generate reports and case status updates using databases.
+ Excellent organizational and time management skills.
SPECIAL REQUIREMENTS
+ Incumbents in this class may be required to travel.
+ Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's License.
