Summary
The Department of Finance and Administration Division Manager II is responsible for overseeing the work activities in the assigned sections. This position is governed by state and federal laws and agency/institution policy.
Functions
Prepares financial and administrative revenue impact statements when assigned. Works with senior management and legislators during legislative sessions when assigned. Develops and administers divisional budget activities, monitors expenditures, and readjusts budget allocations when necessary. Analyzes productivity levels and error statistics for each section or office, including relative growth rate, efficiency, cash reconciliation, and prepares report to supervisor identifying problems and recommendations, as well as methods of resolution. Supervise a medium-sized professional, technical, and administrative support staff by interviewing applicants, making hiring and termination recommendations, assigning and reviewing work, training, and evaluating the performance of incumbents. Monitors tax collection and processing activities by reviewing financial reports and information, on a daily basis, to ensure section compliance with laws, regulations, and procedures and recommends and discusses changes in policies, procedures, and regulations to improve the effectiveness of the tax section. Provides technical assistance to subordinates, taxpayers, or child support customers concerning procedures and problems, interprets applicable statutes and regulations. Makes decisions on contested assessments or case management problems. Assumes daily responsibilities of Division Manager III in their absence. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of the principles and practices of accounting. Knowledge of supervisory practices and procedures. Knowledge of state budgetary and purchasing procedures. Knowledge of revenue division or Child Support policies and procedures. Knowledge of state federal laws applicable to state revenue or child support services. Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to direct personnel and budgeting activities. Ability to evaluate the effectiveness of programs and services. Ability to interpret applicable statutes, regulations, policies, and procedures.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in accounting, public administration, business administration, or a related field:; plus three years of experience in finance, accounting, or program related fields, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
